Research On Government Behavior In The Construction Of Small Towns With Characteristic Features In Tibet

Since the reform and opening up of China,with the guidance of “small towns,big strategies” policy,small town has obtained the rapid development,especially with the background of the integration of urban and rural development,small town construction is of great significance.Since the 18 th national congress of the communist party of China,China has emphasized the need to carry out urbanization,mentioned the reform of urbanization several times,and stressed that urbanization should be emphasized in order to build a well-off society in an all-round way.General secretary Xi Jinping pointed out that the socialism with Chinese characteristics entered a new era,emphasized that the imbalance and insufficiency in development should coordinate the development of urban and rural areas.The state new urbanization project(2014-2020)has expounded that the construction of small towns is an important content of the new type of urbanization in the future.The planning and construction of characteristic small towns is a strategic measure to accelerate the construction of new-type urbanization and promote economic transformation and upgrading under the new normal.At present,promotion the construction of small towns in our country,have created opportunities for the development of small towns in Tibet,the special geographic,ethnic,cultural,political,et.al determine that Tibet should explore conforms to the local actual characteristic of small towns development mode.Tibetan characteristic small towns construction is still in the initial stage,local government is local resource managers,is the implementer of the central policy,which plays a dominant role in the construction of the characteristic of small towns and play an important role,the government’s actions will have important impact on its construction and development.Based on the in-depth study about the characteristics of small town construction and development domestic and overseas and the relevant theories and practical experience of government behavior,with the actual situation in Tibet,with the study of the government behavior in the construction of Sangye town,which is the first small characteristic town in Tibet,the behavior of the government in the construction is analyzed.With the investigation of the current construction situation of the Sangye town and the action of government behavior in the construction of small characteristic town,based on the current situation,the challenges and suggestions of government behavior in the future construction has been put forward.With the expectation to promote Tibetan government behavior in town construction to play a better role regard to the functions of the government in the study the behavior of the government in the construction of the Sangye town,and promote more rational the government behavior,and guide the characteristic of small towns construction in Tibet in the direction of healthy and sustainable development.This paper contains six parts: the first part is introduction,which includes four sections,they are consisted with the background and significance of research,research content and framework,research methods,and the innovation and deficiency.The second part are theoretical basis and the domestic and overseas research,an overview is made based on the development of small towns,characteristic of small towns construction and government behavior.The third part analyzes the present situation of the construction of the small towns of Sangye in Tibet.The fourth part analyzes the government behavior in the construction of small characteristic towns.From three aspects as political behavior,economic behavior and social management behavior,this paper analyzes the role of the government in the construction of small towns in Sangye,and analyzes the challenges in the future construction.The fifth part is the analysis of the government’s behavior and the current development of Sangye town,and puts forward some suggestions on the government behavior in the construction of small towns.In the sixth part,summarizes and prospects is proposed based on the study of the government behavior in the development of small towns in Sangye and the government behavior in the development of small towns in Tibet.
