Research On The Support Status The Countermeasures Of The Youth Entrepreneurship Policies In Qinghai Province

Entrepreneurship,as an important form of economic growth and social development,is highly valued by our country.It is mentioned in the annual government work report.And the govenment has issued a series of policies to support innovation and entrepreneurship.In order to solve the increasingly severe employment situation,the provincial and municipal governments have actively implemented the spirit of the central government's document on innovation and entrepreneurship,and introduced various support policies in line with local conditions.These policies have achieved great results,and a good momentum of "mass innovation and entrepreneurship" has taken shape nationwide.The youth is an effective force for promoting economic and social development.In recent years,Qinghai provincial party committee and government have issued a series of entrepreneurship support policies to encourage young people to start businesses,help them avoid entrepreneurship risks and improve the success rate of entrepreneurship.To some extent,these policies have indeed solved some difficulties for young people to start businesses.The entrepreneurial atmosphere in Qinghai province is increasingly strong,but some problems have been exposed during entrepreneurship policy formulation and implementation,as well as the supporting effect needs to be improved.By means of questionnaire survey,case analysis and text analysis,this paper investigates and analyzes the supporting status and supporting effect of fiscal,taxation and finance,talent introduction and cultivation,entrepreneurial environment and other policies to support youth entrepreneurship issued by Qinghai province.It is found that the youth entrepreneurship support policies of qinghai province are not obvious in "targeting","aggregation effect" is not obvious,"landing is difficult" and so on.The analysis of the causes of the problems mainly includes insufficient research and demonstration by policy-making departments,weak software and hardware foundation for policy implementation,inadequate policy publicity and discount inimplementation.By referring to the experience and practices of youth entrepreneurship support policies in Japan,Germany,Beijing city,Chengdu city and other countries,this paper puts forward some countermeasures and suggestions to improve the level of youth entrepreneurship support in Qinghai province,such as formulating youth entrepreneurship policies scientifically,establishing a complete youth entrepreneurship policy system,and improving the implementation effect of youth entrepreneurship policies.It aims to provide some help for qinghai province to further improve the level of entrepreneurial work.
