Development Problems And Countermeasures Of Henan Baicheng Construction Quality Improvement Project

During his inspection in Henan,President Xi Jinping put forward the concept that to promote new urbanization.However,being one of the key regions nationwide to promote the new urbanization,Henan has its own problems prominently in its simple industrial structure,weak innovation ability,low urbanization rate and weak basic supporting capacity,etc,specifically in those small medium cities and county-level cities,strongly subject to the low infrastructure capacity and imbalanced urban development.The problems above together,hindering the development speed,has become the biggest obstacle to its high-quality development of Henan province.In August 2016,Henan Provincial Party Committee and Provincial Government,innovating urbanization development measures,focused its urbanization on small medium cities and county-level cities to accelerate the construction and development of 106 county-level cities in five years,referred to as “Baicheng Construction Quality Improvement Project”.It takes the county-level city as the main body,focusing on strengthening industrial support,improving urban functions and optimizing public services,identifying interfaces and classifying policies,vigorously improving the level of infrastructure and public service facilities,and upgrading urban functions,Carrying capacity,living environment,and significantly improving the quality and level of urbanization.This article adheres to the attitude of seeking truth from facts and pays attention to the combination of theory and practice.First,refer to the relevant policy documents of various places,combine the field visits,research,departmental interviews,news reports and other materials to interpret the main content and significance of the quality improvement project of Baicheng Construction.Secondly,with studying status of quality improvement project of Baicheng Construction in Henan Province,this paper interprets the main content and significance of the project,understands its status of development and operation,sorts out the advanced work experience and characteristics of each city(county),applying the literature research method,the field investigation method and the case analysis method and other research methods comprehensively to analyze,finds out the obstacles to the developmental process for further analysis.Finally,combining with the knowledge of public management,such as location theory,urban-rural integration theory,population migration theory,and institutional change theory,the paper proposes relevant rationalization countermeasures,Small and medium-sized cities have become the focus of new urbanization development in the future.Although the existing research has carried out various aspects of urbanization and achieved certain results,there are few research literatures on Henan’s new urbanization,especially the systematic research on the Baicheng Construction Quality Improvement Project is still in its infancy,and needs further in-depth.Combining with the knowledge of public management,the paper proposes relevant rationalization countermeasures,in an attempt to not only seek a healthy development path of the quality improvement project for later implementation,provide reference for other cities to speed up their new urbanization process,together to promote the economic and social transformation and upgrading of Henan Province.but also to create a new situation of urban-rural integration and integrated development,and embark on a new urbanization path with Chinese characteristics and Henan characteristics.
