China is one with inadequate water resources. With the development of economy, the increasing of population, and the inefficient operation of the water management, the disaster of floods and droughts occurred frequently, water pollution is serious, the conflict between water demand and water supply becomes prominent, the crisis of water resources is more and more serious, and the sustainable development of water resources became an important restrict factor of the development of society and economy day by day.In this paper, we bring forward a brand-new frame of water resources management system to operate vertical management with the river basin as the unit and the unified water resources management at the core, by aiming at the serious situation of our country's current water resources crisis, analyzing unreasonable factors such as block-division that existed in the water resources management system, and using the advanced experiences of the developed countries in the respect of water resources management system.In this paper, we not only demonstrated the necessity of the unified river basin water resources management system in the respects of the basis of nature, society and theory, but also further deepened the essential contents from the point of view of the guarantee of legal system and society. Furthermore, the connotation of the unified river basin water resources management system was enriched in the following respects: water resources engineering construction and management, floods controlling and droughts fighting, water controversy investment, water market and water information and so on, which marked out an advantage prospect in the effective utilize and protect water resources.
