Application Research On River Management Grid In The Heze Section Of Yellow River

With the gradual improvement of modern management system,grid management system has been widely promoted in China.In recent years,water administration departments have tried to introduce the concept of grid management into the field of river management.Water industry management generally includes water resources management,water ecology management,water project management and river management,among which river management is an important aspect for water administration departments at all levels to perform administrative functions.Its purpose is to ensure the stability of water order within river management and lay a good foundation for water administration.So promoting the grid system of river management is the basis for establishing a long-term mechanism of river management,further improving the level of river management and ensuring the healthy and orderly operation of water administration.However,at present,there is little practical experience on river management gridding.In this paper,Heze area is taken as an example to study the river management grid in the Yellow River Basin.Firstly,it finds out the existing problems in current river management grid research,and defines the research direction.The concepts and theoretical foundations involved in grid management are analyzed,which lays a theoretical foundation for further analysis.Then,questionnaires are designed with the help of the Balanced Scorecard model to study the current situation of Heze area,and evaluates the effect of the implementation of river management grid in Heze area with the help of analytic hierarchy process.Consequently,we can see that the internal business management linkage mechanism is imperfect,the financial input is not balanced,the social participation is not high,and the human resources construction is imperfect.Finally,nine suggestions are proposed to optimize the practice of grid management of the Yellow River in Heze area.These include: strengthening the inter-departmental linkage mechanism within the Yellow River Host Authority;strengthening business links with local governments and government departments;establishing a grid system of multi-departmental participation;balancing financial input;supporting system construction investment;ensuring training funds;improving public participation enthusiasm;broadening channels of public participation;and encouraging social forces.Quantitativeparticipation;Accelerating the construction of human resources management system;Establishing a scientific performance appraisal mechanism;Perfecting the salary and promotion system.This paper evaluates the implementation effect of river management gridding and puts forward optimization suggestions,which further enriches the research results of river management gridding.At the same time,the management measures proposed in this paper can be used for reference for other areas to carry out river management grid work.
