Study On The "Non-agricultural" Problem Of Land Circulation In Lucheng District,Wenzhou City

Under the background of "non-grain" of cultivated land in some major grain-producing provinces in China,this paper combs the situation of cultivated land protection in foreign countries,the study of land transfer system and the related research on "non-grain" and "non-agricultural" issues of land transfer in China.On the basis of fully understanding the current situation of cultivated land protection and utilization in Lucheng District,through field research,data collection,the cultivated land and basic land in Lucheng District are made.This paper summarizes the situation of farmland protection and the trend of "non-agriculturalization",and analyses several typical forms of "non-agriculturalization" of land circulation and its harmfulness.It also analyses the causes of the "non-agriculturalization" of land circulation in Lucheng District from five aspects: economic benefits,government policies,legal system,social humanities and ecological environment.Then,from the point of view of systematic renovation,this paper puts forward some thoughts on the problem of "non-agriculturalization" of cultivated land and basic farmland in Lucheng District,comprehensively finds out the family background of cultivated land,provides solid basis for scientific planning,conducts extensive investigation of illegal land use,and comprehensively checks the current situation of land circulation;strictly controls cultivated land resources and resolutely prevents the problem of "non-agriculturalization".Strengthen the propaganda of laws and policies to enhance farmers' awareness of protecting cultivated land;establish and improve the supervision system to severely crack down on illegal land activities;strengthen the assessment and incentive mechanism to create a good working atmosphere;carry out in-depth "greenhouse" problem remediation,establish a good work orientation;improve the relevant laws and regulations on land transfer;strictly standardize the process of approval of land for facilities;and improve agriculture.Comprehensive services to ensure the stability of food production;innovation of land transfer mode to promote the development of modern agriculture.Implementing land joint-stock cooperation system;vigorously developing family farms;exploring land trusteeship mode;striving to increase the number of cultivated land and vigorously improve the quality of cultivated land;carrying out comprehensive land consolidation;strengthening infrastructure construction;carrying out soil pollution prevention and control projects,to provide reference suggestions for standardizing the relevant system of land transfer in Lucheng District of Wenzhou City and effectively controlling the phenomenon of "non-agriculturalization".
