A Study On The Compensation Standard For The Withdrawal Of Farmers’ Homestead From Poverty Alleviation And Relocation In Guizhou Province

The poverty alleviation relocation is an important measure to promote poverty alleviation and development in our country,and it is of great significance to help the poor people move the poverty nest and cut the root of poverty.The ultimate goal of the exit of homestead and the poverty alleviation relocation to increase the peasants’ property income and there is mutual promotion and mutual support between the two interests.It is beneficial to prevent poor farmers from borrowing to build houses and intergenerational transmission of poverty,promote ecological restoration,and guarantee the source of repayment in the process of reclaiming homestead in the process of land-changing poverty alleviation and relocation.Exploring the way of voluntary and paid withdrawal of farmers’ homestead,further clarifying the compensation characteristics of homestead withdrawal and its main obstacle factors,determining the reasonable compensation standard for the withdrawal of homestead is the key to realize the smooth withdrawal of homestead,stimulate the willingness of farmers to move,safeguard the legitimate rights and interests of farmers,and promote the work of poverty alleviation and relocation.It is the key to realize the smooth withdrawal of homestead,stimulate farmers’ desire to move,safeguard their legitimate rights and interests,and promote the work of poverty alleviation and relocation.On the basis of explaining and standardizing the characteristics of rural homestead withdrawal compensation in the process of the poverty alleviation relocation,this paper constructs a conceptual model of homestead price.And based on the analysis of the cognition of the income and loss status of the relocating farmers’ homestead and the influencing factors of the expected compensation price by using the Logistic model and the Tobit model,this paper Calculate the expected reimbursable price of the relocation farmers’ homestead withdrawal and the comprehensive price of the homestead in the process of poverty alleviation and relocation.Finally,from three aspects: the expected paid price of the relocation farmers’ homestead,the comprehensive price of the homestead and the reasonable financial investment of the government in the process of poverty alleviation andrelocation,the compensation standard of the withdrawal of the homestead,which takes into account efficiency and fairness,is established,and this paper tries to put forward relevant suggestions to promote the smooth development of the work of poverty alleviation and relocation.The main conclusions are as follows:(1)Through the method of sampling survey,this paper makes an investigation on the farmers who are displaced from poverty alleviation in Guizhou Province,and studies the basic situation of the relocated farmers and the cognition of the profit and loss of their rights and interests.And establishes a binary Logistic regression model,and analyzes the influencing factors of the cognition of the profit and loss of the rights and losses of the relocated farmers’ homestead.In that significance,the age of the head of the household,the employment industry,the family size,the total income of the household,the income proportion of the non-agricultural employment,the area of the contracted land and the area of the house,the effect of the change of the rural household satisfaction of 8 variables on the loss of the rights and interests of the farmer has passed the significance level.Among them,the age of the head of household,the employment industry,the number of household population,the proportion of non-farm employment income,the area of contracted land,and the area of homestead had a negative impact on the recognition of the status of interests and losses of relocated farmers.The annual total income of the family and the satisfaction degree of the relocated farmers to the relocation areas had a positive impact,which reflected that the relocated farmers were mainly worried about the damage to their rights and interests after the relocation,and their lives were difficult to be protected.(2)Based on the analysis of the cognition of the profit and loss of the withdrawal rights and losses of the relocated farmers’ homestead,this paper studies the expected repaid price of farmers by using the Tobit model.The results show that,the age of the head of household,the level of education,the employment industry,the number of the household population,the annual total household income,the total annual consumption of the family and the satisfaction of the place of departure have had varying degrees of impact on it.To a certain extent,the recognition of the profit and loss of farmers’ rights and interests will affect the expected price of compensation.When farmers perceive that their rights and interests have been damaged,the expected price of compensation will be higher,on the other hand,the result will be the opposite.(3)The calculation results show that the expected price of the relocatedfarmers’ homestead is 315.49 yuan per square meter(21.03 thousand per acre)according to the distribution of the expected price of relocating farmers in the process of the poverty alleviation relocation.According to the influencing factors of the withdrawal of the relocated farmers’ homestead,the expected price of relocating farmers is 312.39 yuan per square meter(20.83 thousand per acre),and the average value of the two is 313.94 yuan per square meter(20.93 thousand per acre).Through the cost approach method,the comprehensive price of homestead is calculated to be277.38 yuan per square meter(18.19 thousand per acre).(4)This paper holds that the homestead price is a hard constraint for the compensation standard,and the expected price is a soft constraint,when compensation does not increase the financial pressure of the government,it is most reasonable to satisfy the willingness of relocating farmers to receive compensation.And on the basis of reasonable financial investment by the government,it is fair to withdraw compensation higher than 277.38 yuan per square meter(18.19 thousand per acre)for farmers of the poverty alleviation relocation.Higher than 313.94 yuan per square meter(20.93 thousand per acre)take into account efficiency and fairness.(5)In order to effectively promote the the poverty alleviation relocation and realize the effective withdrawal of homestead,this paper puts forward the following suggestions for Guizhou Province: reasonable division of homestead withdrawal compensation standard;reasonable combination of man-made unit and land-based unit,and rationality analysis of each combination of homestead exit differential compensation mode;reasonably guide the relocation of farmers’ homestead to withdraw from the expected paid price and improve their homestead withdrawal enthusiasm;establish an effective economic incentive mechanism for homestead withdrawal.
