A Study Of The Implementing Of Local Government Power List System

Power list system is an important measure taken in China to develop rule-of-law government construction.It gives impetus to the openness of the operational process of public power and makes power in restraint of the rule of law.Power list system has been enforced for more than ten years and harvests to a certain degree,yet it still has some problems in the actual enforcements throughout the country.This thesis based on the local and actual situations probes into these problems and offers relevant suggestions and solutions,expecting them to be beneficial to the governmental construction.Firstly,on the basis of explaining the meaning and characteristics of the power list system and the government ruled by law,this paper fturther exarines the basic relationship between the two.Under the current background of governing the country by law,the relationship between the government ruled by law and the power list system is dialectical and unified.The latter can effectively improve the concept of government administration according to law,better regulate the use of administrative power,and improve the quality of government governance.On the contrary,the significance of the implementation of power list under the construction of a government ruled by law is conducive to clarifying the boundary of administrative power,transforming the functions of the government,and regulating the relationship between the government and the people.On this basis,according to the current implementation of the local government power list system,this paper lists the implementation process of four representative local government administrative power list systems in Fuyang City,Guangzhou City,Wuhan City and Kunming City,and surmmarizes and analyses the specific situation of their implementation.Through research and analysis,we find that although it has made some achievements,there are still some problems,such as the lack of standardization in the operation of the power list system,the inconsistency of power and responsibility in the operation of the power list system,and the lack of effective supervision in the operation of the power list system.The most fundamental reason is the lack of top-level design of the power list system,the inconsistency of power and responsibility boundaries and the inadequate supervision and correction mechanism.All.Finally,it provides corresponding implementation suggestions for the supplement and improvement of the power list system of local governments from four aspects:improving the top-level design of the power list system,improving the supervision and accountability mechanism,establishing the evaluation and assessment mechanism,and establishing the dynamic management mechanism.
