Research On The Participation Of Local People's Congress Deputies In Grassroots Social Governance

The People's Congress system is the fundamental political system in China.The participation of democratically elected the People's Congress deputies at all levels in the exercise of state power is of great theoretical and practical significance in promoting the modernization of China's governance system and capacity for governance in the new era.Combining with the present situation of the People's Congress deputies' participation in grassroots social governance in H District in G City,this paper summarizes their experiences and methods.Although the role of local People's Congresses deputies in grassroots social governance is constantly highlighted at present,there are still some problems in general.Therefore,it is very important to explore the countermeasures to promote the participation of local People's Congress deputies to participate in grassroots social governance.The main body of the paper is divided into five parts.The first part focuses on the important value and practical significance of local People's Congress deputies' participation in grassroots social governance,and summarizes the relevant literature at home and abroad,and then puts forward the research ideas and methods of the paper;the second part aims to define the relevant concepts,clarify the theoretical sources of local People's Congress deputies' participation in grassroots social governance,the author thinks that supported by the theory of people's sovereign,the theory of deputies and the theory of governance.the participation of local People's Congress deputies in grassroots social governance has profound theoretical background and ideological origin.The third part introduces the output process and proposals of HDistrict People's Congress deputies in G City in recent years by combining case analysis and field interview method,and then summarizes the methods of People's Congress deputies' participation in grassroots social governance in this area,and trying to find out the theoretical logic contained in it.The fourth part mainly summarizes the predicament and influencing factors of local People's Congress deputies' participation in grassroots social governance on the basis of investigation and evidence,and holds that the main factors causing the predicament are insufficient cognitive driving,insufficient value driving,insufficient organizational driving and insufficient institutional driving,are the main factors that causes the predicament of local People's Congress deputies' participation in grassroots social governance.The fifth part is based on the analysis results of the fourth part,it points out that it is necessary to give full play to the role of local People's Congress deputies in grassroots social governance from the aspects of enhancing power,enhancing capacity,building platforms,innovating methods and strengthening supervision and put forward thoughts.
