From inviting SAARC leaders to his inauguration to the Indian Prime Minister's first absence from the NAM Summit;From the "breaking through history hesitation" audacious embrace of the United States to Leaders of China and India achieve"historic meeting";From the use of multilateral engagement such as the" Quad"to balance the emerging security architecture to explain Indian edition of"Indo-Pacific strategy"to dominate the Asian political agenda.All indications seem to indicate that Modi government began to implement a foreign policy different from the past tradition,It aims to reactivate Indian diplomacy and to try to steer India to play a more prominent role in global affairs.Some scholars believe that the Modi government's foreign policy is an inheritance of its predecessor,just a"change in style and way"that has always followed the basic line of past traditional foreign policy.Some scholars,however,argue that the Modi government is opening up the"Third Age of Empires"in Indian history and defining its foreign policy or guiding principles as"Modi Doctrine."This paper argues that Modi government's foreign policy is not " change in style and way ".It is a diplomatic paradigm that is strategically oriented and normative to Indian diplomacy,driven by factors such as the continuous evolution of the surrounding and international situation and under the guidance of realism principles.This diplomatic paradigm,the "Modi Doctrine",has gradually formed a set of theoretical systems that encompass basic principles,policy objectives,policy models and main elements.The basic principles of"Modi Doctrine" include the priority of national interests and all-round diplomacy,independence and seeking consultation and dialogue,prioritizing the development of plriphery and big country diplomacy and seeking regional and global environmental stability,assuming the responsibility of leaders and formulating an integrated approach to international normative agenda,combining hard power and soft power to lead Indian diplomacy;"Modi Doctrine"Policy objectives include the "basic goal" of domestic development,the "limited goal" of reshaping the order in the Asian region and the"leadership goal"of participating in and attempting to dominate the international order;"Modi Doctrine"policy model includes the "core-fringe" double concentric circle International communication model,"participation-leadership"two-track international agenda model,"autonomous-joint"double thinking international equilibrium model;The main content of "Modi doctrine"is embodied in the concrete practice of the abstract elements of the constructed system,including India first and realize domestic development,neighbor first and strategic expansion,strategic hedging and the change of interaction patterns,world power status and normative agenda,soft power construction and the construction of India's role.There is no doubt that India's foreign policy under the guidance of"Modi Doctrine"is moving away from the traditional political framework.This transformation of India's traditional diplomatic paradigm will have a profound impact on India itself,neighbor China,the Asian region and the international pattern.
