In 1980,the Bharatiya Janata Party(BJP)was formed.At the beginning of its establishment,it inherited the sectarianism of its predecessor,the Bharatiya Jana Sangh.In 1989,the idea of “Hindutva” has been the party's guiding principle.The core of the idea is “one country,one people and one culture”,which aims to build a country based on Hindu culture.Therefore,Hinduism is centered on Hindu culture and excludes other religious cultures.Guided by this philosophy,the BJP has risen to power three times.When Islam was spreaded to India,many sectarian conflicts broke out between Muslims and Hindus due to their doctrines,places of worship and other issues,and the sectarian antagonism was very serious.Muslims are the largest religious minority in India,with 180 million people,or about 14% of the population.The political and economic development of Muslim society is related to the political integration process of Indian society.What Muslim policies did the BJP government pursue under the guidance of Hinduism? How has Muslim policy changed over time? Therefore,this paper intends to discuss the Muslim policies of different BJP governments and analyze their changes.The paper is divided into five parts.The introduction will mainly introduce the significance of topic selection,research status and research methods at home and abroad.The first chapter mainly introduces the constitutional provisions dealing with the relationship between church and state,especially those relating to Muslims,including the principle of secularism,the goal of unifying civil law and the protection of the special status of Indian-administered Kashmir.The second chapter mainly introduces the main disputes on Muslim issues in India since 1980,including the dispute on the religious education right of Muslims,the Islamic Sharia Law of Muslims,the controversy between Hindus and Muslims over the religious shrines and the special status of Indian-administered Kashmir.Chapter three mainly discusses two aspects: one is the ideology of BJP,the other is the Muslim policy of Vajpayee government,which mainly includes the education of Indian culture,the response to riots between Hindus and Muslims,and three spirits of Kashmir.The fourth chapter focuses on the Muslim policy of the Modi government since 2014,including the citizenship policy based on religion,the reconstruction of relations between Muslims and the country,and the majoritarian democracy.In general,compared with Vajpayee's government,Modi's government is more radical in its Muslim policies,which harms the political and sectarian interests of Muslims.
