The renovation project of dangerous houses in rural areas is a unique policy in China,and there is no precedent in the world.Since 2008,in order to solve the housing security problem of poor peasant households in rural areas with relatively backward development,China has started to implement the pilot project of rural dangerous housing transformation,which has been implemented nationwide.Since the implementation of precise poverty alleviation,safe housing has been an important criterion to test whether poor households can get rid of poverty or not.Under this opportunity,as the main way to realize the safe housing of rural poor households,the reconstruction project of dangerous houses in rural areas has become one of the important indicators of accurate poverty alleviation assessment.However,various problems have arisen in the process of concrete implementation of the project,which hinders the promotion of the policy.According to the existing domestic research,the more obvious problems are: inadequate policy propaganda,slow progress of project implementation,unclear supervision and management,non-standard allocation and management,less government investment,lack of quality control guarantee,and lax control of the standard area of the renovation.And so on.Based on the "conflict problems" encountered in the renovation of dangerous houses in Meihua Town,this paper introduces a solution-outsourcing mode.Outsourcing mode is innovative in Meihua Town,but at the same time,because its essence is a public-private partnership mode,Meihua Town inevitably encounters the risk of PPP mode in the process of adopting this mode.In the study of the outsourcing model of dangerous housing renovation in Meihua Town,it is found that this model has a very good effect on the project of dangerous housing renovation,so that the task of dangerous housing renovation can be completed as scheduled,but it can not be ignored that the risks of outsourcing model will have a collateral impact on the actual effect of dangerous housing renovation.In order to ensure that the outsourcing model can achieve the transformation effect of dangerous housing we need,this paper identifies the existing and potential risks according to the specific situation of the outsourcing model in Meihua Town,mainly including macro-level risks,meso-level risks and micro-level risks,clearly defines the object of risk attribution,and advances the risk by the most controllable party.In the case of risk occurrence,the bank can resolve the risk with the best efficiency.For the government and the private sector to share the risk,this paper quotes the "bargaining" model to divide the proportion of their respective responsibilities and determine the scope of their respective responsibilities when the risk occurs.After the distribution of risk is completed,this paper puts forward the risk control scheme from the aspects of cost management system,social capital selection method,risk transfer,agreed standard,dynamic management,payment method,effective supervision,compatibility and error correction,capital structure and so on according to the actual situation of Meihua Town.
