Research On The Problems Of Rural Dangerous Housing Renovation In Jiangxi Province

The transformation of dilapidated houses in rural areas is a social security policy formulated for the housing safety of the rural masses in China as a Socialist state.Since the pilot work of rural dilapidated housing renovation was carried out nationwide in 2008,the policies for rural dilapidated housing renovation have been continuously adjusted with the continuous development of China’s social economy.From the early targeting of rural residents with subsistence allowances and five guarantees,to expanding to registered poverty-stricken households,and then to including types of households with unstable poverty alleviation,the rural dilapidated housing renovation policy is continuously expanding its coverage while benefiting the masses,thus consolidating the achievements of poverty alleviation and effectively ensuring the housing safety of rural residents.After the central government proposed the strategic goal of "rural revitalization",the current goal of rural dilapidated housing renovation is moving towards the overall requirements of "industrial prosperity,ecological livability,rural civilization,effective governance,and affluent living" in the rural revitalization strategy.While consolidating and expanding the achievements of poverty alleviation,it is gradually transitioning towards a smooth and comprehensive promotion of rural revitalization.The renovation of dilapidated houses in rural areas is not only an important task to ensure the safety and livability of rural residents’ housing,but also an effective link with rural revitalization.This article takes N County,a major agricultural county in Jiangxi Province,as an example to investigate the problems encountered in the process of rural dilapidated housing renovation over the years.Using Marxist social security theory and collaborative governance theory as the theories,literature research,questionnaire survey,and interview methods are used to collect research paper basis.Based on research and analysis through interviews and questionnaires,combined with typical cases in the process of dilapidated housing renovation in N County,We have studied and explored four representative problems in the renovation of rural dilapidated houses in Jiangxi Province,including incomplete information on the renovation objects and the inability to renovate houses that have not reached the danger level.We have further analyzed the causes and origins of these problems,and identified the reasons for the problems in four aspects: imperfect policies and deviations in implementation.Following national policies Under the principles and conditions of regulations,relevant solutions were discussed.Referring to relevant policies and research directions,feasible and feasible solutions were listed,such as improving policy system mechanisms,improving execution efficiency,appropriately expanding beneficiaries,and introducing social financial resources to jointly solve the difficulties of rural dilapidated housing renovation.A preliminary demonstration of the solution was conducted to determine its basic feasibility.This article proposes solutions based on the relevant problems summarized and summarized in the actual work of renovating dilapidated houses.The main innovation lies in the hope that effective work suggestions can be put forward for the renovation of dilapidated houses in rural areas during the comprehensive implementation of rural revitalization work in Jiangxi Province,playing a positive role in promoting and better serving the development of rural society and economy.
