Research On The Government Emergency Rescue Reform From The Perspective Of The Big-ministry System

Emergency rescue management is one of the basic functions of the government to perform social management and public services.From both theoretical and practical perspectives,there is an inevitable connection between the reform and innovation of government emergency rescue management and the transformation of government functions.With the rapid increase of social instability,the government's emergency rescue management ability has become one of the important factors to measure the government's administrative ability.Because the government emergency rescue management still has many deficiencies,accelerating the government emergency rescue reform is imperative.In the perspective of the super-ministries to study reform of the government emergency rescue,from the integration of function and coordination,streamline institutions,optimization of structure,from the theoretical level to explore the government's emergency rescue management macroscopic overall arrangement,establish efficient emergency rescue mechanism and determine the emergency rescue responsibility,thus further improving the government's emergency management level.The study of government emergency rescue reform from the perspective of the big-ministry system can be analyzed from three aspects.First of all,the concept of the reform of the big-ministry system,government emergency rescue and the content of the necessity of the reform of the big-ministry system are elaborated,which can lay a good foundation for the study of the reform of the government emergency rescue.Secondly,an in-depth analysis of the basic composition of the emergency rescue system of J city,the problems existing in the emergency rescue management of J city government and the difficulties in the reform will help to form a comprehensive understanding of the emergency rescue of the government under the background of the reform of the big-ministry system.Finally,through strengthening the emergency rescue policy guarantee,strengthening the function of the emergency management committee of public emergencies in J city,improving the command mechanism of emergency rescue,improving the dependency management mechanism and hierarchical response,this paper discusses the specific measures to improve the scientific and effective nature of government emergency rescue after the implementation of the reform of the big-ministry system.Using material analysis,interview analysis and literature analysis were adopted to analyze the necessity of emergency rescue reform in J city by consulting relevant materials and interviewing relevant personnel,which provided a reference for emergency rescue construction of the government and was conducive to realizing efficient and rapid response to emergencies and minimizing the harm of emergencies.
