Large Department System Reform And Industrial Development: Internal Logic, Challenges And Route Choices

At present, the reforms of large department system of local party and government agencies in China each have their own characteristics. Since the Seventeenth National Congress of the Communist Party of China, the academic research on large department system reform is fruitful and eighteen reports of the party again mentioned large department system reform. Especially after the Third Plenary Session of the eighteenth Central Committee proposed five in one reform, the second round of the big department system reform wave has been launched since 2008. And the high-tech zone as a new institutional setting after China’s reform and opening up, has become the main carrier of the development of domestic industrial economy. Also they has taken the pace of exploration in the direction of the reform of the big department.This paper selects the Xinyu hi-tech development Zone as the representative of Jiangxi province hi-tech park (Industrial Park) mechanism system reform, and analyzes the relationship between the process of the reform and the development of industry. Connect the development and change of main industry with the inevitable reform of institutional change. Connect the development of mechanism system reform with the promotion of industrial development. In the analysis of mechanism and institutional change in the promotion of industrial development, we also try to find out the existing problems in the current reform and the direction of improving and adjusting for the next step.
