In recent years,some villages and towns in China's eastern coastal areas,which have stronger economy,larger population and area than the others,have been emerging as powerful forces and become the large towns.These large towns are playing an increasingly important role in the transfer of labor force,the reduction of urban pressure and the promotion of urban and rural integration.The original administrative system of them,however,could not meet the needs of their economic and social development.Central and local governments attached great importance to this issue through decentralization and by giving more power to the towns to explore a series of measures in administrative system reform.Many towns in different areas also set up the pilot zones for administrative system reform.Chendai town of Jinjiang is a typical large town in Fujian Province.Its administrative system reform over past few years has inspired development vitality through decentralization,scientific organization of institutions,setting up of administration service center and simplification of administrative procedures.In spite of these,the problems in the administrative system reform of large towns have not been fundamentally resolved due to the imbalanced decentralization,unclear function orientation and inadequate organizations and staffing.Besides,coordinated reforms like relevant policies and taxation management reform also account for it.These problems restrict the further development of the large town.Promoting the administrative system reform of large towns and giving more power to them,therefore,are the necessary way to achieve their development goals and promote urban and rural areas integration.To advance the reform we should stress the importance of decentralization,function transformation,institution optimization and personnel management.First,we should scientifically give more power to towns according to its social and economic development.Second,we should make a clear to the government function and transform it.Third,the relationship between the upper and lower government should be straightened out to promote institution optimization.Last,personnel management system should be enhanced to attract more talents and keep them in local area.At the same time,we should accelerate administrative system reform of large towns by strengthening administrative legislation,the fiscal and taxation system reform at the grass-roots level and performance evaluation mechanism of local government which is different from central government.
