Study On Institutional Reform Of The Public Security Organs Under The Background Of Large Department System

Throughout the world,this system in foreign developed country has a step-by-step built-up after a long period.With the Socialist market economy gradually perfect,of the government after years of actual explore,the reform as an administrative reform major initiatives been proposed in 2007,and officially opened off in March 2008.In this context,as the largest branch of the government,the police institutional reform is a general trend.We can see,in the new economic and social environment,the problem in its institutional structure are: the assignment of responsibility is not clear;the organization structuring is not scientific;the police allocation is not reasonable.In this paper,by using of the overall government theory,administrative ecology,new public service theory and flat organization idea,taking Tianjin public security system as the starting point,analyzing Tianjin public security agency reform,to further improving the police institutions and make some suggestions :First of all,through the scientific division of powers,the establishment of a unified public security system with the powers,so as to improve the existing system,Second,the functions,the organic combination of police,Third,improve the external monitor system,and establish accountability,Finally,strengthen the theory of research,establish the rule of law.Through the above discussion,the author summary,police institutional reform is built on the LDS,to set up a new type of public security management system,is of police from traditional police to modern police change the inevitable required,but also comply with conditions,adapt to the socio-economic development of the only way.Currently,police agencies reform as government administration reform in an important part,in addition to learn from the reform of the approach taken with the way for reform results,the more should focus on combination of police their characteristics,local conditions achieve police organization ordered development to better performance party and the National given the historical mission.
