China's grassroots regime has experienced a process of change from“capture-type” regimes to “suspended” regimes to “giving-type” regimes.The driving force behind this change is the state power adopted based on changes in the relationship between the state and the peasants.The result of continuous adjustment of centralization and decentralization.Although the "giving" regime has played a certain role in rebuilding the relationship between the state and the peasants,it is difficult to adapt to the needs of nation-building in the new era and must be transformed into a "service-oriented" regime.the peasants should be further empowered,and the role of the government should be transformed from managers to service providers.The research shows that the implementation of the precise poverty alleviation policy not only solves the poverty problem in poverty-stricken areas in China,but also plays an important role in building a well-off society in an all-round way.It promotes the cooperation between “local government and farmers” through smooth communication and dialogue mechanisms.The establishment of the mechanism.Practice has shown that precision poverty alleviation has once again subsidized the state power to the rural society by optimizing the first secretary,the resident team and the pairing assistance policies,promoting the transformation of the grassroots government and strengthening the functions of the grassroots government to provide public services.The relationship between the state and the peasants has promoted the transformation of grassroots political power from "giving" regimes to "service-oriented" regimes.
