The development park is a specialized development zone dominated by industry.As a densely populated socio-economic function,it has a natural affinity with the city and can promote the development of the mother city or regional economy and become the "The point of economic growth" of a city.However,under the trend of industrial clustering and park development,the development park has become a high-risk area for China's sudden security incidents and an important hidden danger of urban security.In recent years,sudden explosions in various development parks have shocked the whole country,causing a huge number of casualties and economic losses.Emergency disposal is the final barrier for all kinds of accidents and disaster prevention and control in the development of the park.Improving the emergency response capacity of the development park is of great significance in the field of urban public safety governance.Optimizing the spatial configuration of various emergency facilities in the development park is to improve the emergency response capability of the park.The emergency disposal behavior is a process in which multiple types of emergency personnel cooperate,and considering the spatial layout of emergency facilities such as fire stations,shelters,and medical facilities can greatly improve the efficiency of emergency rescue and accident prevention and control.Additionally,there is a close interaction between the development park and the parent city connected to it.The various types of security incidents often affect the mother city area,such as the scope of influence and resources.Therefore,the development park and the city connection area are indispensable considerations for the analysis of the development park.The development park cannot be studied as an isolated object or unit.From the above perspective,this thesis is carried on focusing on the limited number of emergency facilities in some cities in China,the unscientific layout of various facilities in the development park.In this paper,the problem of site selection for emergency facilities in the development park is analyzed from the perspective of the whole city.Based on the adjacency relationship between the development park and the mother city,the geographical risk factors within the park and the connecting area are studied,taking into account the various types of emergency facilities.The paper uses the three national-level development parks in Wuhan and several provincial-level development zones as research areas to conduct case experiments,and obtains a better emergency facility layout plan,and uses relevant quantitative indicators for analysis and evaluation,which proves the validity and feasibility of this method.The research results and conclusions of this paper mainly include the following four points:(1)Comprehensively considering a number of emergency needs such as evacuation,fire rescue,medical rescue after the emergency accidents in the development park,and the allocation of space resources(such as fire stations,shelters,emergency rescue centers)for emergency disposal of the development park,we constructed a multi-type facility allocation framework.(2)According to the basic functions of different types of emergency facilities,a spatial operation model based on spatial optimization objectives and quantitative indicators,spatial distance constraints and risk factor constraints is constructed,and the applicability of the model is considered to improve the traditional location allocation model.(3)Based on the SAVEE model,using the perceptual data of emerging cities such as POI data and Baidu thermal map to carry out detailed risk identification and refined population estimation of the development park,and provide basis for the constraint model construction and target solution of the location model,thus improving the calculation accuracy of the model.(4)This study provides a complete set of practical frameworks and methods for the site selection of multiple types of emergency facilities in the development park.This study can be applied to many environments in cities through changing the parameters such as the type of facilities and influencing factors.
