Emergency rescue is the last layer of disaster prevention barriers for accident in a town,the rescue effect and the extent of property damage are directly affected by the incident on the town caused by casualties.As the fire brigade like medical teams and other emergency rescue team space capacity,compliance,reasonable choice of emergency facilities for the security of the weak base of small and medium-sized towns to prevent all kinds of accident disasters,natural disaster work is very important.This paper studies the location optimization of emergency facilities in view of the limited number of contingency facilities in China's small and medium-sized towns,the unscientific planning of facilities layout and the large regional risk.The problem of layout optimization of emergency facilities is a mathematical problem that considers a variety of factors.The aim is to study how to maximize the use of facilities with long-term and stable characteristics through scientific and compliant distribution of emergency facilities.As a restorative body for emergency rescue,the emergency facilities themselves have standardized and targeted service functions.Emergency facilities need to consider their location in the regional accident prevention system,and to understand the regional safety level.Firstly,based on the analysis of the advantages and disadvantages of the emergency location problem at home and abroad,this paper sets up a regional risk calculation model of urban production safety accident based on the concept of vulnerability based on the mathematical characterization of risk of ARAMIS method by comparing various risk assessment methods.With take the production accident asthe object of study,this paper analysis the content elements of the urban vulnerability assessment and production safety accident risk assessment,and build the urban area vulnerability assessment index system and production and operation unit safety evaluation index system.At the same time,the factors and objectives that should be taken into account when selecting the location of urban emergency facilities are analyzed on the basis of comparing the advantages and disadvantages of the classical maximum coverage model,location set covering model,P-center problem and P-median value.The multi-objective layout optimization model of the emergency facilities with the largest rescue effect,the largest coverage,the highest degree of risk prevention and the low cost is set up,and the principle and steps of the optimization model are introduced in detail.Finally,combined with the optimization model of emergency facility location,the model of optimization of the layout of the fire station in Lanling County of Shandong Province was selected.The model was solved by using the improved gamultiobj function of NSGA-II algorithm.According to the calculated pareto based on the actual situation,the decision-making strategy can be selected according to the actual situation,and the rational use of contingent and scientific emergency facilities is put forward to realize the efficient use of limited resources,and the emergency rescue operation is carried out in a timely and effective manner amd Reduce the sudden death caused by casualties and environmental damage.
