The Study On Fault-tolerance Threshold In The Accountability Of Public Civil Service

The civil affairs department is one of the important functional departments of the government to promote public services.The quality of its public services directly affects the people’s sense of satisfaction.With the expansion of civil affairs public services and the comprehensive management of the party,the Advancement of Governing the country in a comprehensive manner,the cadres engaged in civil affairs public services are increasingly being investigated for their responsibilities because of work mistakes.However,some accountability does not scientifically distinguish that "can be tolerated" and "must be investigated",and the civil affairs public service departments may also have to be accountable for the tolerance errors,the generalization of accountability has led to the emergence of negative social effects of accountability.The 19th National Congress of the Communist Party of China pointed out that it is necessary to establish an incentive mechanism and a fault-tolerant and error-correcting mechanism,firmly supporting for the cadres who dare to take responsibility,work hard,and do not seek personal gain.Therefore,in the new era,we will explore the establishment of a fault-tolerant threshold to promote the construction of public service fault-tolerant mechanisms.By studying relevant fault-tolerant and error-correcting documents and cases,this thesis analyzes the current situation of civil administration public service accountability from the perspective of Barnard’s organization management theory and new public service theory,and makes clear that the fault-tolerant threshold is applied as a practical fault-tolerant mechanism in the field of civil administration public service.The mechanism consists of fault-tolerant domain lists,fault-tolerant subject,fault-tolerant object and fault-tolerant content.The access of fault-tolerant content is dynamically adjusted with external influence factors.The fault-tolerant threshold has a complete operational procedure,which is organized and implemented by the discipline inspection and supervision organs stationed in the civil affairs department.It undergoes procedures such as argumentation adjustment,pilot implementation,error collection,fault-tolerant analysis,and data creation to further distinguish between faults and accountability,regulates the process of fault tolerance.The civil affairs tolerance threshold constantly promotes "fault-tolerant-incentives" in promoting the balanced coordination of civil affairs public services "organization and organization","organization and individual","leadership and individual","organization and environment",and still provides inspiration and reflection of effective supply of services when the civil affairs department has a tolerance error.
