China's comprehensive deepening of reform has entered a critical period,deep-seated contradictions occurred,in the context of the overwhelming victory in the fight against corruption,some party members and cadres always worry about mistakes and errors,and the adverse effects,will inevitably lead to “do more,more wrong”negative thoughts,even lazy administration.How to correctly treat the mistakes and errors of the broad masses of Party members and cadres in the process of exploring and promoting socialist construction is an urgent issue for the Communist Party of China.Therefore,fault tolerance mechanism emerge at the historic moment.In order to encourage cadres to take responsibilities,some places have introduced policies and systems related to fault tolerance mechanism,and put into practice.However,due to the lack of refined and standardized basic system in concrete practice,the expected incentive effect has not been realized.On the contrary,the issue of cadres' reluctance to act is still prominent.Based on the background,this paper focuses on the historical mission,the changes of the situation,and the new era with new requirements,carry out the research on how to improve the fault tolerance mechanism of leading cadres.This article is divided into six parts:The first chapter,introduction.It introduces the background of the selected topic and the significance,contents and methods of the research and so on,at the same time summarizes the current research status of the fault tolerance mechanism.The second chapter,the basic concept of fault tolerance mechanism of leading cadres and related theories.It refines the basic concept of leading cadres,accountability mechanism,the fault tolerance mechanism of leading cadres,and clarifies the internal logical relationship between the fault tolerance mechanism and accountability mechanism.At the same time it expounds the importance and necessity of fault tolerance mechanism based on Xi Jinping's important exposition of cadre management,performance appraisal theory and motivation theory.The third chapter,the current implementation of the fault tolerance mechanism of leading cadres.In this chapter,it reviews the fault tolerance and error correction mechanism,analyzes the typical examples,and summarize some places establish the the fault tolerance mechanism from scope of application,accountability thoughts,interest motivation,conditions of application and reference decision-making procedure.The fourth chapter,problems and reasons in the implementation of the fault tolerance mechanism of leading cadres.In this chapter,it clarifies the main reasons for failure to fully play the effectiveness of the fault tolerance mechanism consists of unauthorized authority-responsibility,backward thoughts,inconsistent operating standards and single participants.The fifth chapter: perfecting the fault tolerance mechanism of leading cadres.This paper attempts to improve the fault tolerance mechanism of leading cadres with scientific exploration.This paper thinks the best way to improve the fault tolerance mechanism of leading cadres is abound to lie in the following aspects: scientifically set the basic form of the fault tolerance mechanism,clearly define the scope of the fault tolerance mechanism,clearly set the operation standards,establish and improve supporting mechanism,create the fault-tolerant atmosphere of encouraging innovation and tolerating failureAt last,conclusion.It makes a summary of the full text.
