Faced with the new situation and new era,new requirements were put forward for the ranks of county-level inspection cadres,which provided new ideas for training the ranks of county-level inspection cadres.The tasks and objectives of the inspection work are unified leadership and deployment by the central government,the county-level inspection work is the extension of the inspection work to the grass-roots level,showing a deep development trend.It is a short board to supplement the supervision within the grass-roots party,and it is also a channel for the people to directly reflect the problems.It also urges the rectification of prominent problems occurring around the grass-roots people and initially forms a strong deterrent.The county-level inspector cadres are the executors of the inspection work at the county level,strengthening the construction of county-level inspector cadres can provide useful reference for completing the noble task of honesty construction delivered by the Party and the state,provide effective experience for further improving the construction of grass-roots cadres,and provide important ideas for strengthening the cohesion and fighting capacity of county-level inspector cadres.On the basis of reviewing and sorting out the relevant research at home and abroad,this paper analyses the relevant theoretical basis and practical basis of county-level inspection.This paper adopts the methods of literature research,case analysis,questionnaire survey and interview.Firstly,the meaning of patrol,the difference between county-level patrol and patrol,and the related concepts of the construction of county-level patrol cadres are sorted out and analyzed.At the same time,it elaborates on the general theories involved in the construction of inspection cadres at the county level at present,including Xi Jinping's important exposition on cadre team construction,human resource management theory and incentive theory of public sector,etc.It also expounds that strengthening the construction of county-level inspection cadres in the new era is the requirement of strictly governing the Party in an all-round way,the key to improving the Party's governing ability,the urgent need to deal with the complexity of county-level inspection work,and further elaborates the necessity of studying county-level inspection cadres.Then,through on-the-spot investigation of the inspection cadres in H County ofHunan Province,the present situation and effectiveness of the inspection cadres in H County are deeply analyzed and demonstrated,and some achievements in the construction of the inspection cadres in H County are expounded.A talent resource bank is established,training exchanges are conducted,job responsibilities are determined,and assessment system is established.This paper probes into the challenges faced by county-level inspection cadres in four aspects: lack of self-discipline consciousness,mixed ranks of county-level inspection cadres,uneven professional quality of county-level inspection cadres and lack of work enthusiasm of county-level inspection cadres.Based on these challenges,it deeply analyses the causes of the problems,such as inadequate political education,imperfect personnel system and training effectiveness of county-level inspection cadres.It is not high,and the evaluation and incentive mechanism is not perfect.It is proposed that we should fully mobilize the strength of the county-level inspection cadres to achieve the effective play of the functions of the county-level inspection cadres,that is,to strengthen ideological education of the county-level inspection cadres,improve the personnel system of the cadres,standardize the exchange and training of cadres,and improve the assessment and incentive mechanism. |
