With the acceleraed process of reform and opening-up, China’s economy grows rapidly, but the problem of the unbalanced development between urban and rural areas in China becomes more and more serious. China’s rural areas and peasants had made great contribution to city in the process of industrialization development, however, their retribution was much less than their contribution. Unbalanced benefit distribution of the urban and rural, which led to the low level of farmers’ income, hindered the healthy development of the whole national’s economy, it also led to the short of public services in rural areas such as education, health care. The unbalanced development of urban and rural areas, attacted with the unfair distribution of benefits, which lead to social contradictions, will ultimately affect the construction of harmonious society of our country and the healthy development of social economy.This thesis in the perspective of government process and based on the theory of benefit balance mechanism, urban-rural integration mainly uses the method of system analysis, comparative analysis to explore and research the mechanism of the construction of urban and rural interests balanced development. This paper will be divided into five parts.The first part is introduction.The second part gives the concept of the process of government and benefit balance mechanism.The third part is the analysis of the current condition of the unbalanced development of the urban and rural areas in our country. The fourth part analyzes the causes of the unbalanced development between urban and rural areas on various aspects. The last part puts forward the corresponding Suggestions and countermeasures according to the current situation of the unbalanced development between urban and rural areas.
