Research On Social Mobilization And Community Residents' Participation In Grassroots Governance

At present,the purpose of the state's management of grassroots society is to build a new urban community management system in which the two-way interaction between government and society,government management and resident autonomy work together and optimize each other.The most important manifestation is the participation of community residents.Social mobilization is an important concept that is highly correlated with the specific practice of national construction and social development.It is also a way of organizing the masses and mobilizing the masses.Through social mobilization,the masses are guided to carry out effective social participation,thereby satisfying the fundamental interests of the people and promoting the society to move forward.With the deepening of reform and opening up and the development of market economy,the country's development momentum is rapid,social autonomy and independence are gradually increasing,multi-power subjects are involved in grassroots governance,and grassroots organizations need to revitalize social mobilization and give full play to their unique mobilization advantages.It is worthwhile to think and explore to guide community residents to participate in grassroots governance in the right way.Therefore,this study relies on the“Study on the Grassroots Social Governance System and Governance Capability" project and takes the investigation of Xixiangtang District in Nanning,Guangxi as an example.Based on the theory of social mobilization and public participation theory,by consulting domestic and foreign literature on residents'participation in community governance and social mobilization,using questionnaires and in-depth interviews in field research methods,through questionnaires and in-depth interviews,we can further understand the content,methods and characteristics of community residents'participation in grassroots governance in Xixiangtang District dilemma performance.On this basis,it is considered that social mobilization is a key factor restricting residents'participation in grassroots governance.The specific manifestations are:social mobilization does not reach the social expectations of the residents,personal satisfaction and civic awareness are not proportional,mobilization work lacks financial assistance,community type Influencing the development of social mobilization,as well as the unbalanced function of the role of the neighborhood committee;and combining the community case of Xixiangtang District to analyze the reasons for the lack of social mobilization:lack of community mobilization,imbalance of participation and income,limited community funds,and slow development of software construction,The unit participation consciousness is deeply affected,the neighborhood committee is over-administrative,and the remaining mobiliz-ation forces fail to fill the position.In summary,it is necessary to revitalize social mobilization,and to promote the political participation,economic development,cultural construction,and modernization of community residents in the grassroots governance.It is also necessary to revitalize social mobilization to develop internal mobilization of community residents.And then exploring the path of revitalizing social mobilization-bringing together multiple forces,transforming the concept of social mobilization,building a new social mobilization model,innovating modern social mobilization methods,and realizing social mobilization to promote residents' participation in grassroots governance.At the same time,we must not neglect the problem of avoiding excessive government mobilization and preventing social counter-mobilization.
