Research On Mobilization Capacity Of Grassroots Governments From The Perspective Of Social Co-governance

The modernization of governance system and governance capacity requires the governments to transform their functions and guide the multi-subject to achieve overall coordination.The grassroots governments are at the bottom of the administrative hierarchy,with few resources and heavy responsibilities.They need to not only complete the work and tasks assigned by the superior governments,but also manage the complex,diversified and dynamic public affairs within their jurisdictions.Therefore,they are facing greater challenges in social governance than ever before.With the increasing importance and advantages of enterprises,social organizations and professional social workers in social governance,innovation in governance mode and resource support from the outside of the government have become the important path for grassroots governments to solve the current social governance dilemma,that is,to guide multiple subjects to participate in governance,give full play to their respective roles and achieve cooperative governance.In the mode of social co-governance,the level of mobilization ability of the grassroots governments will directly affect the orderly and effective participation of the main body,and affect the realization of the goal of good governance at the grassroots level.Therefore,the grassroots governments must pay attention to and develop mobilization ability in practice.The purpose of this paper is to analyze the current situation of mobilization ability from the perspective of social co-governance,taking the grassroots governments as the research object,taking Tianqiao District of Jinan City as an example,and to provide feasible suggestions for the further improvement of mobilization ability.Based on the analysis of the relevant literature at home and abroad,it is found that most of the scholars in our country study the mobilization ability of the governments from the macro perspective,which rarely involves the specific micro structure and the differences of different levels of governments,which provides the research space for this paper.First of all,combining with the core elements of social co-governance and mobilization system,this paper puts forward the structure of the mobilization ability of grassroots governments from the perspective of social co-governance,and explains the applicability of meta governance theory and resource mobilization theory in the development of the mobilization ability of grassroots governments,which paves the way for the following practical analysis.Secondly,taking Tianqiao District of Jinan City as an example,this paper discusses the current situation of the mobilization ability of the grassroots governments,and finds that the grassroots governments in Tianqiao District have been developing and exerting their mobilization ability in the process of social co-governance,but there are still problems or shortcomings in the aspects of credibility,multi-agent cultivation ability,value shaping ability,consensus cohesion ability and action integration ability.And from the current national management system,the traditional concept of thinking inertia,the internal construction of grassroots governments,social development factors four aspects to in-depth analyse the causes of the problems.Finally,combined with the analysis of the problems and causes,this paper explores the ways to improve the mobilization ability of the grassroots governments from five aspects..
