Study On Government Behavior In The Development Of All-for-one Tourism In Songyang

At present,the development of domestic tourism has entered a new era.Self-service tourism has gradually replaced the traditional group tourism and become the mainstream tourism.With the rising of national tourism demand and quality pursuit,the all-for-one tourism development model emerges at the historic moment.In recent years,based on resource endowment and county situation,Songyang county party committee and government deeply practicing the development concept of "two mountains",attaches great importance to the development of all-for-one tourism,the tourism economy of Songyang County has been growing rapidly,from 2016 to 2018,the growth rate of tourism revenue reached 61.7%,55.1% and 46.3% respectively,ranking first in the city.In 2017,Songyang County was included in the first list of Zhejiang provincial all-for-one tourism demonstration counties.The practice of establishing an "all-for-one tourism demonstration County" can provide work experience and lessons for other regions that are qualified to develop tourism in the whole region.It can also provide a case reference for the effective coordination and handling of the relationship between the government and the market.This paper summarizes the research on local government behavior at home and abroad,expounds the related concepts of all-for-one tourism and government behavior,based on the relevant theoretical foundation of government behavior,taking Songyang County as a case study,conducting field surveys and empirical analysis.Firstly,this paper analyzes the basic performance and results of local government behavior in the process of promoting the development of all-for-one tourism.Secondly,finds out the shortcomings of government behavior,in-depth analysis of the causes of behavior problems.Finally,combined with the actual situation,analyze the root cause of the problem one by one and put forward the countermeasures and Suggestions to optimize the government behavior.This paper mainly focus on how the Songyang county government exercises the rational behavior in the all-for-one tourism development,exerts the combination of the government and the market,promotes the all-for-one tourism development process of Songyang County,and realizes the sustainable development of the tourism industry,in order to provide the theoretical reference for the whole area tourism development practice of other regions.
