Research On The Government Role Of Rural Tourism Industry Development

In the report of the 19 th National Congress of the Communist Party of China,the strategy of rural revitalization was mentioned for the first time,focusing on the overall layout for solving the "three rural issues”(Agriculture,Countryside,Farmers).Rural tourism takes place in the vast rural areas,making full use of the pastoral view,unique production form and leisure lifestyle.The development of rural tourism is so important to the upgrading of the area,as well as to people's prosperity that it has become an engine with which the rural area use to achieve revitalization.At present,the rural tourism is facing unprecedented opportunities for development.In the process of developing rural tourism,homestay business has become one of the most important maneuver.,whose development could reflect the general situation of the rural area.Domestically speaking,the homestay business is on the elementary stage,not mature enough to form a complete chain,in which case,the market as a single method is not sufficient for its development.This is where the government stands for guiding and improving,deploying various policies,to stimulate the vigor of the business.Therefore,how to play the role of government becomes an issue worth further studying.This article takes an example of Songyang county,Zhejiang Province,Using theories of market failure,government failure,public products,stakeholders,and service-oriented government,it will analyze the development of Bed and Breakfast Industry there.There are six parts in this article:An introduction of the background,purpose and significance,the current status of research on the role of government,methods and innovations.The main content of this thesis research includes six parts:The first part is the introduction,including the research background,purpose and significance of this thesis,the current status of research on the role of government in rural tourism at home and abroad,research methods and ideas,and main innovations.The second part is the definition of related concepts,including some basics as rural tourism,homestay,and the role of government.At the same time,explaining the direction of problem solving,using relevant theories such as market failure and government failure,public products,stakeholders,and service-oriented government?The third part is a case study of the role of the government when comes to the development of rural tourism.Taking Songyang County as an example,this part is about explaining the status,analyzing the role of the local government,and exploring in depthto its current problems and relative reasons.In the fourth part,the article is bring in some good experiences from both domestic and foreign B&B industry.Mainly through an analysis of the development model and the typical practices in particular,from the perspective of policy and regulation making and adapting.In the fifth part,the article will propose some measures and suggestions,for local governments to enhance the development of the B&B industry.The sixth part is a conclusion and expectation.
