Research On Chinese Rural Governance System

Rural governance is an important part of the national governance system,which is conducive to promoting the modernization of national governance and realizing the rural revitalization strategy.This study takes the village-level governance system of C town in Y county as an example to study rural governance.Is analyzed based on the theory of governance,C Y county town,the implementation of the "146" village governance system background,principle,purpose and mission,structure content and operation characteristics of the system of "146","146" system in C Y county town of the concrete,such as the process that "146" system in fair village affairs,open and transparent diverse work,effective constraints,village cadres' power,to set up the villagers' participation procedure,significant achievements have been made in the aspects of promoting democracy at the grassroots level autonomy and to achieve a better country effective governance;At the same time,the research finds that the "146" system,as a practical exploration and innovation of rural governance,is still immature and imperfect in the specific operation process,such as unbalanced operation among the six platforms,formalization of the "four decisions" procedure,loopholes in supervision,and insufficient professional knowledge of staff.In order to further improve the "146" village-level governance system and effectively realize good rural governance,it is necessary to further strengthen the construction of service-oriented grass-roots party organizations and improve the rural governance capacity of village branches.To promote the construction of service-oriented township governments and give play to the supporting and guiding role of township governments;To create the mechanism of attracting talents and optimize the main structure of rural governance;Expand the channels for villagers to discuss government affairs and strengthen the foundation of rural democratic governance;Perfect the program design of management link,supervise and standardize the operation of rural power in the whole process.
