Research On Community Correction From The Perspective Of Governance

The implementation of community correction is an important manifestation of the implementation of China's adaptation penalty system and measures towards mitigation.Since 2002,the ministry of justice has implemented community correction systems in pilot cities across the country,and in 2009,the system was introduced nationwide.During this period,after continuous development,the community correction work has shown strong staying power in pilot cities across the country,and gained a lot of successful experience and good benefits.Due to the influence of factors such as the level of national economic development,people's concept of rule of law and traditional concepts,it is still necessary to explore the community correction work mode conforming to the characteristics of different regions in the process of legal theory and judicial practice.Based on hengyang of hunan province(hereinafter referred to as the "hengyang")working practice of community correction,correction of hengyang city management of community correction,the object and ordinary residents in investigation andstudy,in the national management system and management ability of modern horizon,and from the grassroots governance,trying to explore more characteristic of grassroots community correction mode.The main contents are as follows:First point:It explains the concept,theoretical basis and practical significance of community correction.This paper expounds the relevant concepts of community correction,theories related to modernization of national governance system and governance capacity,and theories related to community correction,and states the relevance and significance of community correction and modern governance theory.Second point:Investigate and analyze the status quo of community correction in hengyang city.Taking hengyang city as an example,this paper introduces the working background and implementation status of community correction,investigates the correction objects and ordinary residents,and understands the reality of community correction work at the grass-roots level through interviews with relevant community correction workers,and takes this as the basis of the article's views.Third point:Based on the present situation of community correction work in hengyang city,a structural equation model is constructed for the subjectivity and pertinence problems existing inthe process of community correction.Through the questionnaire survey,the author has completed the empirical analysis of influencing the level of community correction work.In the conclusion of empirical analysis,combined with the national governance system and governance capacity modernization theory,hengyang city community correction work is analyzed,and put forward specific improvement methods and measures,for other areas of the work to provide effective reference.
