China's child welfare system has long been in the mode of supplement and deficiency.Since the 21st century,the state has proposed to establish a moderately inclusive child welfare system,and the object of child welfare has gradually expanded and focused on children in difficulties.Compared with ordinary children,children in difficulties are less able to prevent risks.In order to protect the basic rights of children in difficulties,governments of various countries usually provide assistance to children in difficulties by means of cash transfer payment.Cash transfers provided specifically for children in China,including orphans and troubled children,in addition,there are also some cash transfers project will also add related benefits children,learn more about our difficulties children cash transfer payment policy implementation,to improve the children's aid policy dilemma and significantly improve children's overall welfare.This paper focuses on the process of cash transfer payment for children in L county,Anhui province.By virtue of the theory of children's rights and the equity theory of social security,combined with the survey data and interviews of 8 villages for children in the county,this paper studies the living situation and policy implementation of children in the county with cash transfer payment.Firstly,the differences between cash transfer payment children and non-cash transfer payment children in family economic status,nutritional health status and education status were compared and analyzed,and the cash transfer payment policies for children in distress were sorted out.The study found that:under the implementation of a number of policies,there was no significant difference in the living conditions of children from the two families.Cash transfer payment was the main source of income for families with children in difficulties,the difficulties faced by children in difficulties had long-term and complex characteristics,and the coverage of cash transfer payment policies was narrow.Secondly,based on the proportion of children's welfare expenditure and conditional cash transfer payment,Sweden,Brazil and the United States are selected as typical representatives to learn from the policies of cash transfer payment for children in difficulties.To sum up,relevant Suggestions are put forward from the financial and institutional aspects,including:strengthening cash transfer payment for children in distress,exploring conditional cash transfer payment,expanding the coverage of cash transfer payment for children in distress,and improving the classified guarantee policy for children in distress.
