The Research On Vulnerable Groups’ Social Assistance Of Qingdao

On the perspective of market economy, there is always a portion of the crowd bereduced to vulnerable groups which because social resource deficiency and personalskills weakness. The vulnerable as a part of social group, no matter in any society, italways exists objectively. Vulnerable groups have been become to a serious problemthat increasingly in our Chinese society. It is cannot be avoided that vulnerable groupsproblem may lack our society deep reform and economic grow up in future, therefor,an effective solution to solve this problem is necessary immediately.The main purpose of this paper is based on research and analysis of laid-offworkers and migrant workers in Qingdao, through to the analysis of their livingconditions and studies of the social assistance of vulnerable groups which representsthat vulnerable group is significant important in deep reform, maintaining socialstability, accelerating economic and social development for Qingdao.The paper includes six parts:Chapter1: Introduce background and significance of this paper, domestic andforeign research review, research idea, method, main contents and innovative pointswill be expounded.Chapter2: The relevant theories basis. Elaborate the concept of vulnerable groupsand social assistance; summarize the classification of vulnerable groups and thetheoretical basis of the vulnerable groups’ social assistance.Chapter3: Living situation analysis of vulnerable groups in Qingdao. Relate to aspecific example of Laid-off workers and migrant workers for example, based on the China Petroleum University’s survey data of vulnerable groups of Qingdao in2005,carry out a detailed analysis of the living conditions of vulnerable groups in Qingdao,in material life, family life, recreation, social interaction, children’s education, healthcare, rights’ maintain, etc.Chapter4: Social assistance overview and defects of vulnerable groups inQingdao. First introduce the main content of social assistance in Qingdao, and thenpresent achievements of the social assistance in Qingdao. At last point out theshortcomings of the social assistance in Qingdao based on sectorial collaboration,grassroots team building, laws and regulations, level of assistance and relief resourcesintegration.Chapter5: The experience and revelation of the social assistance for vulnerablegroups in developed countries. First is to in terms of the experience of United Statesand Britain in social assistance of the vulnerable groups, then describe the socialassistance of developed countries that what we have learned, increase the constructionof the legal system of social assistance, establish a multi-rescue mode in the center ofthe government, note the combination of rights and obligations, encourage vulnerablegroups to help themselves.Chapter6: Suggestions of the vulnerable groups’ social assistance in Qingdao. Toimprove and perfect from the following aspects:(1) fully play the leading role of thegovernment,(2) future social assistance system improvement,(3) increase inbuilding up of legal system of the social assistance,(4) further improvement inoperating mechanism of the social assistance,(5) increase the input of the socialassistance and broaden the financing channels,(6) strengthen the team building of thesocial assistance,(7) strengthen the supervision and assessment of the social assistance,(8) emphasis on training the vulnerable groups’ capacity.This paper mainly adopted the following methods: First is literature research.Through collecting and analyzing the related literature, explaining the related conceptsand basic theory of the vulnerable groups, mastering the researches and related problems of urban vulnerable groups, establishing idea and framework of researches.Second is chart research. In the course of study, collect numbours of concrete materialand data to simply and clearly express. Third is factor analysis.acrossing to factor analysis making a deep analysis of living conditions of vulnerablegroups in Qingdao.The innovation of this paper is under a consideration of vulnerable groups inQingdao is not generally. This paper makes a comprehensive analysis of the currentsituation of vulnerable groups’ living and social assistance in Qingdao. Through to theexperience and enlightenment of social assistance in developed countries which bringsrecommendations on policy aspect, in order to improve the social assistance ofvulnerable groups in Qingdao.
