Study On Joint System Of Social And Philanthropic Assistance From A Perspective Of Vulnerable Group Development

There are a large number of vulnerable groups such as the disabled,the elderly,the unemployed and the poor in china.Due to the lack of their own ability or unequal social opportunities,they can not meet the increasingly diversified and personalized needs only by their own efforts,and need the government's assistance.The government also attaches great importance to the protection of unbalanced and uncoordinated development issues.The 19 th CPC National Congress has added "the weak support" to the important issues concerning people's livelihood.But the limitations of social assistance are becoming more and more prominent.In order to establish a perfect rescue system and harmonious society,the social assistance provided by the government and the charitable assistance provided by the charity force will inevitably go together.In this context,some regions have carried out this practice,but there are still some problems in the process.This paper hopes to find the main factors that affect the effectiveness of these problems through research,and then to build a joint system of social and philanthropic assistance,and to provide theoretical support for practice.First of all,through the literature research method,this article discusses the practice problems of the joint system of social and philanthropic assistance.The study found that the unreasonable distribution of rescue resources,the fragmentation of the length and content of political and social cooperation projects,and the low level of aid seriously affected the rescue effect.Then,using the method of factor analysis,this paper selects the public venture projects in Tianjin,Guangzhou,Suzhou and three cities to do empirical analysis.The results show that the political connection,social relevancy,service orientation and service sustainability are the main factors that affect the effectiveness of the rescue.On this basis,two cases with higher scores in the previous part are analyzed.Through case analysis method,this paper forms two kinds of joint modes named The Government & Social Organizations Complementary Mode and Government Support Social Organizations Mode.Then,based on these cases and experience at domestic and abroad,this paper builds Double Center Joint System.The system is conductive to resources integration and the development of vulnerable groups.Finally,the article put forward the following suggestions.Firstly,the government and the charity organization should define their own position about theirservice duties.Secondly,adjust the charitable organization in the registration to achieve a reasonable allocation of aid resources of the source.Thirdly,share information to make the resources flow legitimately.Besides,short project and long-term cultivation need combined to improve the stability of the service.At last,the investigation and application should be connected to responsive to the needs of vulnerable groups.
