The Research Of Standardized Management Inside Of The Association Of The Science And Technology

With the deepening of the concept of social organization's participation in social pluralism,the reform requirements of the state on social organizations have also shifted and improved.The 19th CPC national congress further balanced the relations among the government,market and the social forces,created a new social governance system with new ideas in the new era,and created opportunities for the reform and innovation of social organizations with the core idea of sharing,co-building and co-governance.Based on the new era,we should find new problems and seek new ways out.Based on the literature review of domestic and foreign research status,this paper starls with the definition and components of internal governance norms,elaborates on internal governance,summarizes the potential value and normative elements of internal governance standardization,and highlights the importance of internal governance standardization.Combining the theory of political and social relations and the theory of resource dependence,the national societies are divided into three types:dependent type.mixed type and independent type by dividing the types of internal governance norms.The characteristics of different types of scientific and technological organizations are also different.The governance of dependent science and technology societies is a normative system of affiliated units which has problems such as inaccurate positioning,blurred decision-making power and rigid internal organization operation.Mixed science and technology society governance is a compound standard system of governance,and there are some problems such as uncertain relationship with affiliated units,role conflict between director and secretary general,weak member service and economic foundation.Independent science and technology society governance is the standard system of modern society legal person,there are some problems such as loose member structure,lack of democratic governance procedure and low level of secretariat professionalism.By standing in the perspective of corporate internal and external two science and technology,the article finds that the internal governance of different types of science and technology associations in China is flawed and inadequate in many aspects such as institutional mechanisms,laws and regulations,weak sense of autonomy,and lack of autonomy,and promotes the standardization of science and technology associations.In combination with the characteristics of each type of society,and drawing on the successful experience of domestic outstanding independent technology associations,it puts forward targeted countermeasures and suggestions from highlighting the core status of members,optimizing organizational structure,and shaping the linkage supervision mechanism,emphasizing that different types of learning should be clarified.Positioning itself,improving the governance structure,diversifying resources,and fully preparing for independent development after decoupling,and exerting the true value of the scientific and technological work group.
