Research On The Internal Governance Structure Reform Of Wuhan Science And Technology Society

Internal governance structure is the driving force behind the development of science and technology associations.Appropriate internal governance structure is an important guarantee for science and technology associations to marketization and enhance their competitiveness.With the gradual improvement of our socialist market economy,science and technology associations also need to make innovations and changes,deepen reforms,establish appropriate internal governance structures and maintain the sound development of science and technology associations.From the internal governance structure of science and technology community elements,the ontological elements and object elements are the main form of existence of science and technology community.Different elements constitute the different types of internal governance structures in science and technology associations.Through the research of science and technology community affiliated to Wuhan Association for Science and Technology,it is found that the science and technology community in Wuhan mainly includes the linear,functional,linear-functional and matrix internal governance structure.Different internal governance structures form different interaction mechanisms,vertical leadership,multiple cooperative and member participation is the main internal governance structure of the interaction mechanism.However,due to the shackles of the old economic system,the development of science and technology associations in Wuhan greatly varies and shows a rather obvious "Matthew Effect." Some science and technology associations can well adapt to social development,complete the transformation and embark on the path of market-oriented operation with strong self-survival ability.There are also some scientific and technological communities that have struggled to survive because they have difficulty in getting rid of the shackles of the old system.On the basis of fully analyzing the causes of the "Matthew Effect" of science and technology associations in Wuhan,we need to find effective structural ways to weaken the "Matthew Effect" of science and technology associations in Wuhan.On this basis,it is necessary to construct an appropriate system of needs assessment for science and technology associations in Wuhan,clarify the reform priorities and the reform difficulties of various science and technology associations,and then carry out targeted reforms.In the design of the reform path,the scientific and technological community in Wuhan needs to be modified in three aspects: role modification,structural optimization and functional improvement.it is necessary to gradually phase out the calling mechanism and cultivate the ability of science and technology associations to independently survive and develop;Improve human resources system and ensure the development of scientific and technological community personnel support;Introduce the supervision mechanism of the society and standardize the routine development of the science and technology community.At the same time,through the establishment of a "process-oriented" management system,a "resource sharing" environment is created to break the communication barrier of "mutual non-connection" and ensure a strong system and environmental protection.
