Study On Mechanism And Preventions Of Village-level Corruption In China

A new system of new rural construction and revitalization has promoted the autonomy of the grass-root communtites in rural areas.At the same time,grassroots corruption is undoubtedly the most prominent problems in basic level problems.It is quite likely that the publie power will be spoiled as some insutrments to meet the personal interests for a few people.This seriously damaged the collective interests of village collectives and villagers,destroyed the normal order of governance in rural areas,obstructed the development of the rural economy,and also obstructed social development and progress.The establisment of a scientific system,in which public power supervision is implemented in rural communities to regulated the exercise of power and build the framework of anti-corruption,is an effective measure to promote the procession of anti-corruption construction.The supervision from grassroots party organizations,villagers' meetings,township governments,villagers and third-party organizations has achieved remarkable results in preventing corruption and regulating the operation of power.However,it cannot be denied that there are still many problems.The article firstly defined the related concept including the connotation of public power,village-level public power,corruption and village-level corruption,then elaborated the structure and supervision structure of village-level public power in China.The author based on the power balance theory,rent seeking theory and governance theory,gathered the data and cases of rural official corruption of L city from 2013 to 2017,and mastered authentic firsthand.The above-mentioned data and typical cases were analyzed and the types of rural official corruption were summed up,especially in area of finance and dispose of assets.In combination with the typical case of village-level corruption in L City,the mechanism of village-level corruption is expounded from three aspects of psychological reasons,institutional reasons and important inducements,considering the various links in the process of village public power operation.The occurrence of village-level corruption is due to the psychological reasons such as the distortion of the village cadres' view of power and the expansion of individual desires,the institutional reasons such as inadequate supervision ability of the villagers,the poor supervision of the third party organizations,and other important reasons,such as the centralization of power,the partiality of the township government and the delay in the corruption investigation.In view of the factors of village-level corruption,the author provided some insights for anti-corruption construction in rural aeas from three aspects.From the aspects of psychology,we should set up the right view of power of rural cadres,and create a good political environment.From the aspects of regulations,we should standardize management of funds and assets and resources,insist on making the rural affairs public,improve the status of financial management group and rural supervision committee,and build an anti-corruption legal system.From the aspects of important inducements,we should smooth reporting channels,advance the patrol mechanism to the grassroots,and increase the intensity of anti-corruption.
