With the deepening of the reform of the ministerial system and the reform of the system and mechanism,many local governments across the country have changed their inherent patterns in time to meet the development of the market economy and the needs of the economic and social development and construction of the region.They have explored and tried administrative regions and high-tech zones or development zones II relying on national,provincial-level high-tech zones and development zones.The administrative system and mechanism of the local administrative region should be integrated,giving full play to the administrative efficiency and service functions of the government,effectively improving the executive power of the government and building an international business environment.With the gradual entry of the reform process into the Deepwater area,the original cadre personnel system has been unable to meet the existing needs,for the new system under the selection and employment standards,cadre assessment and evaluation system construction has become a new topic facing the local government.Shenyang H District has completed the deep integration of administrative regions and development zones earlier in the country,which is very representative.At the same time,it is based on the national high-tech zones,after years of exploration and summary of a set of performance appraisal system in the country is more advanced,has a strong reference.Based on the on-the-spot investigation of H District in Shenyang City,this paper introduces the historical evolution of this area in detail through the methods of literature study,data study and interview.It also introduces the advanced management system of this area,such as flat management,functional area system and mechanism setting for performance appraisal.The influence is thoroughly elaborated,and the performance appraisal system is mainly studied.Starting from the two aspects of "organization" and "person",from shallow to deep,from phenomenon to essence,and adhering to the principle of "discovering,analyzing and solving problems",this paper affirms the existing achievements while facing the sharp problems and main contradictions,points out the main causes of the problems and puts forward reasonable suggestions for the main leadership of local governments.Provide theoretical reference for decision-making.Among them,the author puts forward the viewpoints of setting up separately supervision and examination,strengthening their respective professionalism and depth,and forming a comprehensive assessment organization led by personnel departments and relying on the leading group of organ assessment work to coordinate the local routine assessment and the transformation of special assessment results,which will benefit the performance of local government staff nationwide.The assessment work has certain practical significance.
