The Role Of Village Cadres: From Grass-roots Agent To Company Manager

With the continuous development of urbanization,the transformation of villages in the city has become a widely implemented measure throughout the country.In order to promote the prosperity and development of the modern city,the adjacent villages are included in the unified construction plan,and step forward to the city.In the transformation of the village in the city,the village cadre acts as the link between the government and the villagers,plays a key role in it,becomes the main implementer of the transformation of the village in the city,and assists the higher-level government to successfully complete the transformation work.Based on the on-the-spot investigation of village X in Taiyuan,this paper explains the evolution of the role of village cadres in the transformation of village in Taiyuan from the perspective of role theory.Before the transformation of the village in the city,the village cadres mainly played the role of the grass-roots agent,responsible for completing the tasks assigned by the higher government and maintaining the social order of the villages in the city.During the transformation of the village in the city,the village cadres,as the basic agent,are responsible for assisting the government to complete the demolition work of the village in the city,including the propagandists of the transformation policy,the makers of the compensation scheme,the implementers of the demolition of the whole village and those responsible for the resettlement of the villages.In the process,village cadres,as agents at the grass-roots level,are also dismantled.Rural people strive for a higher standard of compensation at the same time,but also for their own profit.Therefore,the village cadres mainly weigh the interests between the government and the villagers(village cadres themselves),and maximize the villagers' and their own interests within the scope of the government's permission.As the manager of the company,the village cadre is mainly responsible for the transition from the village collective enterprise to the joint-stock company,including the delimiter of the scope of the reform,the determiner of the personnel involved in the reform,the distributor of the stock right and the organizer of the new economic organization.In this process,village cadres are mainly responsible for reforming the collective assets as the agent of the villagers,in order to realize the economic developmentand the improvement of the villagers' income in the village.Therefore it is mainly the economic game between villagers and themselves,which maximizes their income under the condition of villagers' basic satisfaction.After the transformation of the village in the city,the newly established joint-stock company takes the place of the former village committee to carry out the economic responsibility,and the village cadres mainly play the role of the manager of the company.However,due to the low educational level of village cadres,conservative thinking and lack of necessary supervision,it is difficult to meet the role requirements of company managers and villagers' role expectations,which will inevitably lead to the problem of role deviation.Therefore,it is necessary to further standardize the role of company managers of village cadres.Through strengthening the training of knowledge and skills,hiring professional managers and strengthening the construction of a clean and honest party style,village cadres can play a good role as company managers.It is found that in the process of transforming the role of village cadres from grass-roots agent to company manager,the role orientation of village cadres changes from the government to the villagers,and the work content changes from the political role to the economic role.However,whether as a grass-roots agent or a company manager,village cadres in the country,villagers and their own interests balance,mainly based on the maximization of personal interests,under this premise,both the state and villagers.
