The street agencies have played a very important role in community construction,providing services for the people and building the Party for a long time.Although they are not government legally,they actually bear all the functions of the government,directly affecting all aspects of the work and life of residents and the development of enterprises within their jurisdiction.Due to the geographical location,lack of talent,less policy support and other various aspects of the constraints,the non-urban street agencies have bigger problems of function performance and are faced with more complicated cases during the development of economy and provision of services for people.The street agencies need effective reform,because these problems greatly influence the efficiency and quality of the services to residents,the enterprises and the community.Therefore,the study on the non-urban street agencies has a very profound significance.This paper,which is based on the theoretical knowledge of the public management and the actual situation of J Street Agency,the author hope to work out the scientific and reasonable adjustment scheme of functions to perform,through exploring the reform direction of the non-urban street agency.The re-position of the non-urban street agency will help to give full play to their functions of the management and service.This paper has five parts.The first part is the introduction,introducing the research background and emphasizing significance of this paper,and the research trends in China and at abroad,and briefly discussing the research content and research methods of this paper.The second part is the first chapter,combing the relevant theoretical knowledge,and briefly introducing the relevant concepts,as well as the theoretical basis of this paper.The third part combines the field investigation to study,taking the J Street Agency,Lishi District as an example,to state the establishment of the personnel and organization,the main functions it undertakes and the status of its performance,in order to show the situation of J Street Agency's performance in a comprehensive and objective way.The fourth part,based on the survey results of the third part,probes into the problems in the process of non-urban street agencies from three aspects,namely,economic management function,social management function and public service function.The fifth part probes into the causes of the problems of non-urban street agencies by in-depth and detailed analyse from the functional positioning,village(community)autonomy,human resources and other aspects.On this basis,the sixth part puts forward countermeasures and suggestions to enhance the non-urban street agencies performance ability from three aspects,namely clearing function orientation,accelerating the function transformation and enhancing the village(community)autonomy ability.The seventh part is the conclusion,which extracts the core viewpoints of this paper,discusses the social value and theoretical value of the research results,and puts forward the personal direction and prospect for the future research.
