Research On The Executive Ability's Promotion Of Police In Grass Roots From The Perspective Of Street-level Bureaucrat Theory

In recent years,the detention houses,prisons,drug treatment centers and other units of the prison have experienced the escape and death of the supervised personnel from time to time,resulting in adverse effects after being exposed,which reveals that there is a gap between the performance of the prison police and the policy requirements.Through field research,this paper intends to find out and promote the solution to the problems in the execution of the police in the grassroots prisons,so as to promote the prisons to achieve the policy objectives better.This paper adopts the method of participation observation and interview,selects the S rehab as a case study object,takes the street bureaucracy as the perspective,and draws lessons from existing research results,and the executive force analysis framework is established,which deeply analyzes and finds the police in grassroots prisons' poor performance of their executive will like selective execution out of self-interest,rigid execution to avoid responsibility,and abandonment of execution due to will fading and so on;in terms of executive ability,there are deficiencies in three aspects: performing duties according to law,professional skills and emergency response;and there are some problems in the effectiveness of execution,such as tardiness of execution speed,cutting corners in execution measurement and deviation of execution validity from the target.Then,the root causes of the problems are analyzed from the three influencing factors of the execution subject,the execution mechanism and the execution environment.First,the police in grassroots prisons have discretion,which can easily cause them to abuse their power for personal gain.The second is that the conflict and idealization of the work goal of the prison,which results in the trouble of execution.In addition,under the influence of insufficient incentives,bad culture and inadequate supervision,the police work in the prisons are lack of motivation.Thirdly,the shortage of working resources,the increase of risk and the pressure of public opinion make the police in the grassroots prisons get into the execution predicament.Based on the above analysis,the author puts forward three aspects to optimize the execution of the police in the grassroots prisons.Firstly,it is proposed to build the police force with excellent executive ability from the aspects of cultivating public value orientation,strengthening executive ability training and changing the role definition.Secondly,it is proposed to establish the organizational mechanism which is beneficial to the execution from the aspects of reasonable setting of goals,reasonably allocating resources,perfecting incentive mechanism and supervision mechanism.Finally,it is proposed to create a working environment which is conducive to the execution by constructing benign culture,creating a good atmosphere of public opinion and cultivating modern civic awareness.
