China has made great achievements in poverty alleviation and reduction in recent years,but the problem of poverty still exists.Under the current policy background of targeted poverty alleviation,accurate identification of the causes of poverty becomes the key.By the end of 2015,44.1 percent of the poor households in China who had been registered as poor due to illness had returmed to poverty,according to the national poverty relief office.China entered the aging society at the end of the last century,and China is now in the rapid development stage of aging.Some authoritative data predict that by 2050,the proportion of the elderly population aged 60 years or above will exceed 30%,and the current large-scale population flow in China leads to the aging degree in rural areas is much higher than that in cities.Long existence of dualistic urban-rural structure that makes the rural elderly people enjoy social security is far less than urban elderly,so the economic source of the rural elderly age mainly children or other family member’s financial support,but due to the change of population structure and the change of family structure and make the family endowment function weakened,so the rural elderly revenue sources often unstable,and especially in the face of risk disease economic risk of lack of ability to pay.With the change of human diseases,such as cardiovascular disease,malignant tumor mainly chronic diseases become the main threat to the human health today,the elderly especially high-risk groups of this kind of disease,and chronic disease rehabilitation treatment period is long,and the elderly vulnerable to the impact of a serious illness,these will give personal or family bring heavy economic burden,resulting in the consequences of poverty because of illness.This paper first introduces the research background and significance of rural elderly health poverty.Based on the existing research,it elaborates the concept of health poverty and explains the relevant theoretical basis.The health risk theory is taken as the main theoretical basis to explore the influencing factors of health poverty.Secondly,based on the 2013 China health and care follow-up survey data(CHARLS)and China health service survey data and other data,the status quo and characteristics of rural elderly health poverty were described and introduced.Again,based on the theory of health risk,puts forward the research hypothesis,and select appropriate research variables and descriptive statistics analysis of variable first,then using the b:inary Logistic regression to elements that affect the rural elderly health poverty of the empirical analysis,to explore the health risk factors for the direct impact of the rural elderly health poverty and its mechanism.Finally,based on the above analysis and conclusions,the corresponding policy recommendations are put forward.Empirical study shows that by catastrophic health expenditure and have three or more chronic disease index to measure health poverty,rural elderly health poverty rate is 22.9%,for the rural elderly health poverty impact of significant factors for the self-reported health status,disability,sexuality,age,region,drinking,smoking,two years for routine physical examination and admission for at least two times a year.Based on the results of empirieal analysis,the corresponding countermeasures and Suggestions are put forward:improving the insurance mechanism for serious and serious diseases of the rural elderly,increasing the proportion of basic medical insurance reimbursement for the rural elderly,paying attention to the health education for the rural elderly,and carrying out preventive medical treatment for the rural elderly,medical resources are mainly distributed to the rural elderly population in the central and western regions,women,middle and young age groups.
