Study On The Government Support System For The Large-scale Utilization Of Geothermal Energy Heating

Geothermal energy is a kind of renewable energy,which is widely stored in the Earth's crust.Using geothermal resources for heating is the most direct use of geothermal energy,not only can optimize the industrial structure,but also can greatly reduce the emission of harmful substances,to adjust the energy structure,reduce haze pollution has a very important role.In the early stage,the exploitation and utilization of geothermal energy resources in Henan province were mainly in the way of bathing,swimming and domestic hot water.During the "Fifteen" period,with the pressure of environmental protection increasing and the adjustment of energy structure imminent,Henan Province made full use of the national policy and actively promoted the large-scale development and utilization of geothermal energy heating.But at the same time,geothermal energy development involves many functional departments such as energy,residential construction,water conservancy,natural resources,and so on.The procedure is complicated,the cost is higher than the traditional heat source,and the public acceptance has yet to be improved.How to fully mobilize the market enthusiasm,clearing Obstacles for large-scale development and utilization of geothermal energy heating is an urgent problem to be solved by government functional departments.Based on a thorough understanding of the theoretical concepts of geothermal energy heating industry and market failure,and by sorting out the weakness of the government support system in the large-scale utilization of geothermal energy heating in Henan Province,the research idea adopted in this paper is that,comparing and analyzing the government support system construction measures and relevant policies adopted by Iceland,the United States,Germany and other countries as well as Tianjin,Beijing,Hebei and other provinces(cities)in promoting geothermal energy heating,this paper examines the institutional and institutional barriers in the large-scale utilization of geothermal energy heating in HenanProvince from a more diversified perspective,and puts forward some suggestions and measures for the construction of government support system to promote the healthy development of the whole industry.The paper puts forward suggestions from five aspects to promote the large-scale utilization of geothermal energy heating in Henan Province.One is to further improve the norms of geothermal energy heating industry,set up a unified industry authority,accelerate the relevant work such as the establishment of rules and regulations,the compilation and printing of planning,and enhance the guidance of geothermal energy heating planning.The other is to further improve the management and service methods at the government level,and clarify the government departments Division of responsibilities,simplification of administrative approval procedures,improvement of development and utilization review system,establishment of industry access threshold,promotion of franchise rights,promotion of construction of demonstration counties(districts),and strengthening of industry supervision;third,strengthening financial support,establishment of subsidy policies for geothermal energy heating,promotion of tax reduction and fee reduction policies for geothermal energy heating,and implementation of more flexible credit financial policies;fourth,adding Fast industrial transformation and upgrading,establishment of Incubation Platform for geothermal energy heating industry in Henan Province,clear high-quality development route of geothermal energy heating industry,and improvement of the upstream and downstream industrial chain of geothermal energy heating;fifthly,strengthen personnel training reserve and foreign cooperation,improve personnel training mechanism,and actively carry out foreign cooperation.
