As a point of power between the central courts and the local governments,the Hami court summed up the past experience in the process of unifying Xinjiang,stabilizing Xinjiang,and developing Xinjiang,and adjusted the governance model of the Hami area.The Qing court Hami has set up three organs,namely the military government,the county and the county government,and the Zhasake back to the palace to manage local military and political affairs.In accordance with the provisions of the Qing court,the Minister of the Hami Office,as a military officer,has jurisdiction over all local affairs,including local judicial cases.Hami Zasak returned to the king to take charge of the civil penalty case in his jurisdiction.The Hami Hall specializes in managing local food grains and assists the Hami Minister in handling judicial cases.The pluralism of the Hami judicial system in the Qing Dynasty has certain reference value for the Qing court to stabilize the frontier and perfect the frontier legal system.In this article,the introduction and conclusion are composed of the following five parts:The first part is the administrative and judicial pattern of Hami in the Qing Dynasty,describing the process of Hami's administrative establishment and the establishment of the Hami judicial organs in the Qing Dynasty.The second part is the judicial system and operation process of Hami Zasak back to the palace,including the establishment of the Hami Zasak back to the palace in the Qing Dynasty,the return to the judicial office of the palace and the operation of the judicial process of the returning palace.The judicial procedure is explained by the civil disputes,the criminal thief cases.The difference with the other parts is that Hami Zasak returns to the independence of the judicial process and the establishment of civil and religious affairs managers.The third part mainly explains the judicial system of the Hami Hall and the judicial function of Hami's judgment and inspection.In the chapters recorded in the archives,the judicial procedures of the Hami Hall in Tuen Mun,the state and thecounty,are elaborated,with particular emphasis on the duties of the Hami Mission in the case of thieves in the Hami area.The fourth part is the judicial system of the military government and its operation.In this chapter,the content and scope of the jurisdiction of the military government are determined based on the second and third parts,and the documentary data explains the process of handling the local judicial case by the Minister of Affairs of Hami.The important role played.The fifth part deals with the links between the three judicial organs.Explain the intricate relationship between the three sources through the sources of judicial power,the classification of jurisdictions,and specific judicial procedures.
