| In China’s administrative management system,the sub-district office is the most important functional department and an important part of China’s administrative system.In terms of government transformation,the sub-district office must actively cooperate with the higher-level work,and strive to promote the transformation of functions and build better and better.The research in this paper is to solve the problems existing in the current stage of A Sub-district Office.The sub-district office is currently in the initial stage of transformation,and all aspects need to be studied and solved in depth.This paper is mainly aimed at the problems existing in the current function fulfillment of A Sub-district Office.Through investigation and research,we find the problem,and put forward constructive opinions according to the basic situation and development direction of the region,and promote the street office to gradually become service-oriented.The first part of this paper is the introduction.In this part,the problems,contents and meanings of this paper are firstly clarified.Then the related theories and practical results at home and abroad are discussed,and the research ideas of this paper are put forward.Finally,the overall research of this paper is briefly summarized.structure.The second part is the related theoretical basics.This part focuses on the theoretical content of the street office function positioning and public service theory,which lays a theoretical foundation for the following research.The third part is the analysis part of the specific case.This part takes the A Sub-district Office as the acting object,explains the basic situation and the current performance of the function,and analyzes the existing problems.The fourth part of this paper mainly discusses the principle and necessity of the function fulfillment of A Sub-district Office.If the government wants to fulfill its duties better,it needs to comply with the principle of combining service and management according to the actual situation and realize power.In addition,this section also discusses the basic situation of XX Street Office and the performance of its functions,in order to illustrate the necessity of functional performance.The fifth and final part of the article,the change part of the future development path is studied,this part discusses from three aspects how the XX Street Office should transform its functions in the future: first,it needs internal structural adjustment;then improve management functions.Level;the third to take safeguard measures to ensure the performance of functions.The research pointed out that based on the results of the questionnaire,it was pointed out that the performance of the A Sub-district Office was out of position,the economic management function was offside,the administrative functions were misplaced,the social management functions were absent,and the public service functions were single.The reasons for the analysis are mainly the unreasonable positioning of the sub-district office,the imperfect management system,the unclear service function,and the weak sense of residents.In view of this,the goal of fulfilling the functions of the A Sub-district Office was clarified.It was proposed that the A Sub-district Office should clearly define the division of responsibilities,decentralize the corresponding powers,optimize the personnel structure,pay attention to the personal development of grassroots staff,set up special incentive funds,and increase the number of offices.Cooperation with enterprises,relying on the role of social organizations,realizing community autonomy,using the advantages of characteristic industries to promote the optimization of economic structure,promoting the transformation of streets from investment attraction to characteristic services,strengthening the improvement of street financial security mechanisms,and strictly implementing the law Administration,scientific improvement of street work assessment system and other recommendations. |
