Luzhou City Jiangyang District Beicheng Sub-District Office Service-oriented Government Research On The Problems And Countermeasures In The Construction

The report to the 19 th CPC National Congress calls for transforming government functions,streamlining administration and delegating power,innovating regulatory approaches,enhancing the government’s credibility and executive capacity,and building a service-oriented government that the people are satisfied with.Since the Fourth Plenary Session of the 19 th CPC Central Committee,the building of a service-oriented government has become an important step in upholding and improving the socialist system with Chinese characteristics and promoting the modernization of China’s governance system and capacity.Subdistrict office in the solution of urban people’s livelihood,economy,society,environment and other issues of the "first line" position,direct contact with the masses,high frequency,behavior action is very easy to affect the evaluation of the government of the masses,therefore,the construction of sub-district office service-oriented government to win the satisfaction of the masses is very important.However,the existing research literature on the construction of service-oriented government of sub-district office is not very many.Based on this,this paper chooses the problems existing in the construction of service-oriented government of Beicheng sub-district office of Jiangyang District of Luzhou City and studies on the countermeasures.In this paper,while luzhou jiangyang beicheng street agency service oriented government construction as the research object,using literature analysis and questionnaire survey research method to carry out the beicheng street agency problems and countermeasures in the construction of service government study,the study found that beicheng street agency the main problems existing in the construction of a service-oriented government is: The main body status of service function is not clear,the rights and responsibilities are not clear,the supply and demand of service function is not matching,the effect of community service and autonomous function is not ideal,and the service level and efficiency are low.The specific reasons for the problems include: imperfect policies and systems for the performance of service functions,lack of talent,and insufficient public participation.In view of the problems existing in the construction of service-oriented government of Beicheng Sub-district Office,the following countermeasures and suggestions are put forward: Strengthen system of perfect service function main body status,to clarify the district departments with the functions of street agency,strengthen the performance of the public service functions of resource security,enhance the level of community service and management,strengthen public service consciousness and level,the benign operation mechanism of building a service-oriented government construction,build wisdom streets raise efficiency of service oriented government construction.
