Study On The Dilemma Of "Involution" In Suburban Country Governance And Countermeasures

The rural revitalization strategy encountered resistance and challenges in the process of implementation,not only because of the interpretation of extreme and policy deviation,the fundamental reason is that the "project system" is still the main way to transport rural resources,but the traditional governance system no longer adapt to the requirements of the new political environment.Because of its special attributes,the suburban countryside has become the forefront of rural revitalization and also the problem concentration camp.Taking Q village in Shanxi Province as an example,this paper studies the action logic of various actors in the suburban rural governance field,and explores the unique value and significance of the transformation of their governance modes.On the whole,Q village is a village with both closed and open attributes.Its members are open and conservative,modern and traditional,with diversified economic forms but unbalanced structures.The social culture is suddenly open,but lacks public spiritual support.The dilemma of "internalization" of rural governance is reflected in the deviation of the goal of rural revitalization,the formation of a new profit-sharing order in rural society,the serious differentiation of rural hierarchy,and the disorder of rural governance.But its influence has the destruction economic order,hinders the countryside revitalization;Undermining the political ecology and impeding the building of democracy at the grassroots level;Corrupt social morality,break rural society rule to wait for a respect.The specific reasons for the "internalization" are as follows: the technical transformation of national governance logic,the self-interested expression under the pressure of unequal power and responsibility of grassroots government,the functional differentiation and sole responsibility of rural cadres,and the disintegration and remodeling of rural social rules.Finally,this paper argues that the best way to solve the dilemma of rural governance"internalization" is to implement "micro-autonomy" under the premise that the state revises the governance logic,reconstructs the power and responsibility system of grass-roots governments,and cleans up the rural governance field with compulsory power.Reconstruction of power system based on collective action theory,the governance body position of governance in small groups to defend the villagers,set up organization and mobilization mechanism,benefit coordination and conflict resolving mechanism,supervision and feedback mechanism of the trinity of "autonomy" running mechanism,finally based on the "strong country,strong society",the structure to promote endogenous type revitalization of the implementation of the country.
