Study On Rural Governance And Its Legalization Under The Background Of Rural Revitalization Strategy

The rise and fall of rural governance is the symbol and cornerstone of the stability of the country.The chaos of the country begins in the countryside,and the governance of the countryside will inevitably bring the prosperity of the country,which is one of the basic political laws that can not be broken in Chinese history.According to the report of the 19 th National Congress of the Communist Party of China,China has entered a new era of socialism with Chinese characteristics,and the main social contradictions have changed.The key to solve the contradictions lies in the implementation of the strategy of Rural Revitalization.The strategy of Rural Revitalization is originally to transfer resources to rural society and compensate for the outflow of rural resources and the lack of endogenous power.However,due to the "Involution" effect,the more external resources are imported,the more rural society is declining.Therefore,it is of great significance to discuss the rural governance and its legalization in the context of Rural Revitalization Strategy.In addition to the introduction and conclusion,this paper is divided into four chapters.The first part introduces the historical changes of rural governance in China from the rule of etiquette,governance to the rule of law,and reveals the inevitability of rural governance to the rule of law.The second part,taking T Town as an example,tries to find out the problems of rural governance and its legalization from the perspective of "Involution".These problems are representative to some extent,and exist in different types of villages in China.The third part introduces three ways to rule by law,and determines the government social interaction as the best option.The fourth part puts forward suggestions from the perspectives of pluralistic co governance,the Party committee's ruling according to law,the government's administration according to law,the village committee's autonomy according to law,and the cultivation of the concept of the rule of law.In the context of the strategy of rural revitalization,the study of rural governance and its legalization will help to inherit,enrich and develop the theory of rural governance,promote the development of rural economy and society,maintain the stability and harmony of rural society,and provide intellectual support and theoretical basis for the party and the state to formulate rural policies.
