Building Urban Village Communities From The Perspective Of Collaborative Governance

Strengthening and innovating social governance is one of the basic tasks of building socialism with Chinese characteristics in the new era.Communities play the most fundamental role in the social governance system,and the effectiveness of community governance is directly related to social harmony and stability,people’s livelihoods,as well as the modernization of governance systems and governance capabilities.With the high-quality development of China’s industrialization and urbanization processes,the mobility and heterogeneity of the urban population have made community members more complex,exposing problems such as imperfect community governance mechanisms,low resident relationship degree,unequal resident economic status,and low level of resident participation in governance.These issues have posed challenges to urban construction and governance.Currently,the main subjects of urban community governance in China include neighborhood committees,grassroots party organizations,and street offices.Community construction and governance are mainly promoted by external forces,and resident participation is not high.Community governance lacks endogenous driving forces,which can easily lead to many contradictions and social problems,constraining the development of community governance.Social capital is a usable resource embedded in community governance,including social relationship networks,trust,and village regulations.These elements can promote residents to cooperate with each other,cultivate a sense of community among urban and rural residents,and are therefore of great significance in achieving the governance goals of a harmonious community.As a transitional community,urban and rural areas have both the spirit of community in traditional rural society and the advantages of modern urban community environment.In the study of community governance in C Village,Guangzhou City,this article found that C Village,as a transitional community,fully exploited the advantages of social relationship networks in traditional society,and on this basis,combined with external forces such as modern governance technology,promoted the reconstruction of modern social relationship networks based on business relationships,common interests,and universal institutional trust.This newly reconstructed social relationship network can effectively help the modernization of the social governance system and governance capabilities,achieve harmonious community development,and promote the sustainable and healthy development of urbanization in China.
