Research On The Performance Evaluation Index System Of The Contract Governance In The PPP Mode Based On The 4E Theory

China is the largest developing country in the world.With the sustained development of national economy and the continuous expansion of city scale,relying solely on the government to provide infrastructure and public services has become increasingly unable to meet the growing needs of the public.It is of great significance to introduce the PPP mode in the field of infrastructure construction and public service supply.After the Third Plenary Session of the Eighteenth Central Committee,the PPP mode has been widely used in rail transit,sewage treatment,pension services,vocational education and other fields in China.The number of PPP projects and total investment have increased rapidly,the government's financial deficit and the inefficient supply of public services have been effectively solved,but at the same time,it also exposes the imperfect governance system of the government in the PPP mode.In the PPP mode,the government and the private sector have formed a partnership,and the governance model of the government has changed from the bureaucratic governance to the contract governance.Whether the government can effectively implement the contract governance directly affects whether the PPP mode can play its due social and economic value.This paper takes the contract governance in the PPP mode as the research object,takes the performance evaluation of the contract governance in the PPP mode as the research content.Firstly,through combing the relevant theories of the PPP mode and the contract governance,the basic concept of the contract governance in the PPP mode is defined,and its characteristics and governance process are analyzed.Combined with the connotation of performance and performance evaluation,the content of the performance of the contract governance in the PPP mode is determined.The content of evaluation.Secondly,drawing on the “4E” Theory of government performance evaluation,using the relevant literature research and according to the relevant provisions of the Regulations on Government and Social Capital Cooperation in the Field of Infrastructure and Public Services(Draft for Comment),applying the normative analysis method and the Key Performance Indicators,a performance evaluation alternative index database of the contract governance in the PPP mode is constructed.According the alternative index database,the questionnaire is designed for expert consultation,and the alternative indicators are selected to determine the final performance evaluation index system of the contract governance in the PPP mode.Thirdly,this paper uses the Analytic Hierarchy Process to determine the weight of performance evaluation index of the contract governance in the PPP mode,and explains each evaluation index.Finally,designing the specific application scheme of the index system,and explaining the application of the performance evaluation index system of the contract governance in the PPP mode in different types of PPP projects.Some countermeasures and suggestions to improve the performance of contract governance in the PPP mode are put forward according to the construction results of the evaluation index system.The results show that in the performance evaluation index system of the contract governance in the PPP mode,the order of the weight value of the first-grade index is: Effectiveness B3(0.529),Efficiency B2(0.268),Equality B4(0.134),Economic B1.(0.068),which shows that Effectiveness is the first factor of the performance evaluation of the contract governance in the PPP mode,followed by Efficiency,Equality and Economy.The top four weights of the second-grade index are Project Subjective Realization C7(0.247),Public Satisfaction C8(0.147),Function Fulfillment C4(0.132)and Public Interest Guarantee C12(0.106).Among the third-grade index,Quality Target D24(0.158),Quality of Life & Efficiency D26(0.107),Information Disclosure D34(0.074)and Investment Target D22(0.064)are the indicators with the weight values in the top four.From the order of the weight value of the index,strengthening information disclosure from the information disclosure content,the information disclosure channel and the appeal mechanism,clarifying the responsibility through establishing and improving the relevant system,strengthening the study of the PPP mode and employing professional consultation bodies,and creating a good PPP atmosphere from the legal level,personnel training level and promotion level is an effective way to improve the performance of the contract governance in the PPP mode.
