As an important part of business management, performance evaluation is a hot topic in research and practice. In recent years, some local researchers translate and introduce some books and articles about performance evaluation and some experimentalists devise their own performance evaluation system. But most of the researches are focused on a single enterprise, not on a group. As the development of the economics and international business, business groups play a more and more important role in the economics. Meanwhile the research of performance evaluation in a business group becomes hot. In June, 2002, Department of treasury issued the Guidelines of Performance Evaluation in Business Group, which made some basic rules about performance evaluation in business group. Because of the diversity of characteristics of the business groups, it is hard to enact the bill into practice. The article studies the basic theories, operating model of the business group and tries to give some advise for a business group to set up its own performance evaluation. There are four chapters in this article. Chapter one: introduction. This chapter first introduces the characteristics of the business group, especially in its business structure, relationship of property right, administrative level and etc. Then the chapter analyses the motive of performance evaluation of business groups from the interior angle of management. Finally, the chapter makes some analysis on the basis of the four periods of western performance evaluation system and there reform to the performance evaluation index system. And writer summarizes the tendency of the reform of performance evaluation system. Chapter two: The theory of Performance Evaluation for a Business Group. The chapter introduces control theory, system theory and some other theory such as theory of behavior science and the PDCA circulation and their impact on the performance evaluation. Then the chapter defines and analysis the basic characteristics and procedures of performance evaluation. Chapter three: The research of the mode of Performance Evaluation for a Business Group. The chapter studies Economic Value Added (EVA), the Balanced Scorecard (BSC) and Performance Evaluation of State-owned Capital. And compared with the performance evaluation system of a single enterprise, the performance evaluation system of a group has three characteristics: having more administrative levels, combined with inside and outside evaluation, taking the optimization of the whole group as the acting principle. The three modes have their own strong points and shortcomings. Every business group should choose its own performance evaluation system according to its characteristics and administrative levels. Chapter four: The devise of Performance Evaluation for ××Business Group. This chapter introduces a performance evaluation system on the basis of careful research on the ××business group. The structure includes the overall plan about the design, and the performance evaluation index system to the overall business group and its sub-companies. The article has some characteristics as follows: Fist, in recent years there are many books and articles about performance evaluation. But most of them are focused on a single company. This article in based on the business group. Second, the article combines theoretical research and empirical research. The theoretical introduces the basic theory and mode of performance evaluation. Then writer uses empirical research to devise a performance evaluation system for ××business group.
